13. Must state income tax be withheld from my retirement benefit?

No. You may choose not to have state income tax withheld by filling out a CT-W4P: https://portal.ct.gov/-/media/DRS/Forms/2021/WTH/CT-W4P_1220.pdf. Please note, if no CT-W4P has been received by CMERS we will automatically withhold 6.99% for Connecticut state income tax if you live in the state of Connecticut.
