Comptroller Sean Scanlon Applauds Passage Of Healthcare Cabinet Bills
(HARTFORD, CT) – Comptroller Sean Scanlon today applauded the passage of a number of bills stemming from recommendations made by the Comptroller’s Healthcare Cabinet.
Beginning in 2023, Comptroller Scanlon brought together key policymakers, stakeholders, practitioners, and advocates at various roundtable events. In January 2025, the Comptroller’s Healthcare Cabinet issued its second annual report full of recommendations for making healthcare more equitable and accessible in Connecticut.
Of the 38 proposals in the report, 17 had a bill raised, 15 received public hearings and were voted out of committee, and six were passed by the Connecticut General Assembly. These six now await signature by Governor Ned Lamont to become law.
“I am incredibly proud of the work the Comptroller’s Healthcare Cabinet continues to do to improve access and affordability in our state,” said Comptroller Scanlon. “This session, our recommendations ranged from long-term care protections to bolstering our workforce through tuition reimbursement. We are working to strengthen the entire healthcare ecosystem. I thank all the members of the Cabinet for their steadfast work, as well as the legislature for their partnership in these efforts.”
Healthcare Cabinet recommendations set to become law upon Governor Ned Lamont’s signature include:
- Establishing a Tuition Reimbursement/Loan Repayment Program (SB 1450: An Act Concerning Recruitment and Retention of the Health Care Workforce)
- Enhancing Shield Law for Providers of Reproductive and Gender-Affirming Health Care (HB 7287: An Act Concerning the State Budget for the Biennium Ending June 30, 2027, and Making Appropriations Therefor, and Provisions Related to Revenue and Other Items Implementing the State Budget)
- Expanding Anti-Discrimination Statutes (HB 7236: An Act Concerning Human Trafficking and Sexual Assault Victims)
- Standards for Gender-Affirming Care (SB 1380: An Act Prohibiting Discrimination by Health Care Providers in the Provision of Health Care Services in the State)
- Enacting a Senior Bill of Rights (HB 6913: An Act Prohibiting Long-Term Care Facilities from Discriminating Against Long-Term Care Facility Residents)
- Raising Medicaid Rates (HB 7287)
Healthcare Cabinet Subcommittees will continue to advocate for recommendations made in the report, as well as pursue non-legislative avenues to improve healthcare access and affordability in Connecticut.
