Comptroller Sean Scanlon, Anthem, and Quantum Health Announce Continued Partnership Administering State Employee Health Plan

(HARTFORD, CT) – Comptroller Sean Scanlon today announced, after a competitive request for proposals (RFP) process, that the state of Connecticut will continue its partnerships with Anthem Blue Cross and Blue Shield and Quantum Health to administer the state employee health plan (SEHP) and municipal Partnership Plan.

Under the RFP award, Anthem Blue Cross and Blue Shield will continue to provide medical claims administration and will reestablish utilization management services; Quantum Health will continue to deliver member advocacy services and administer the Health Enhancement Program; and (new to this contract) Ameriben, Anthem’s third-party administrator platform will oversee medical claims administration. Combined, these initiatives will save the state at least $8 million over the next three years.

“Our partnerships with Anthem and Quantum Health will provide guaranteed savings on the state employee and Partnership plans while continuing to offer state employees, fire fighters, police officers and other dedicated public servants the high-quality healthcare they deserve,” said Comptroller Scanlon. “The new performance guarantees incorporated in these contracts will improve budget predictability and help reduce potential volatility in healthcare cost trends—both of which are critically important to the plans’ fiscal health, as well as the fiscal health of Connecticut. I appreciate all parties that came to the table to bring these agreements to fruition and look forward to our continued partnership.”

Because the State is continuing relationships with incumbent vendors, enrolled members will see no significant changes to their coverage or benefits. Implementation will focus on contractual updates and administrative realignment, ensuring a smooth transition and uninterrupted access to care.
