
Comptroller Sean Scanlon Applauds Bond Commission Approval Of $4.7 Million For Hartford Flood Compensation & Relief Programs
(HARTFORD, CT) – Comptroller Sean Scanlon, as a member of the State Bond Commission, joined colleagues to approve $4.7 million in funding to fulfill the current obligations of the Hartford Flood Compensation & Relief Programs (HFCRP).
“The Hartford Flood Relief & Compensation Programs have already paid out more than $8 million in relief to over 500 Hartford residents and business owners. From the beginning, Speaker Matt Ritter and our legislative partners made it clear that they would ensure we’d have the funds to see it through,” said Comptroller Scanlon. “My office looks forward to working with the final applicants to get their homes inspected and deliver the long overdue compensation they deserve. My thanks go out to my colleagues on the Bond Commission for approving these funds today.”
The funding is expected to cover the inspections and payouts of the outstanding 139 applications received before the December 2024 deadline. These Hartford residents and business owners should expect to be contacted by the Office of the State Comptroller in the coming weeks.
Based on average claim payouts, the Office of the State Comptroller does not anticipate having unspent funds nor reopening the programs for additional applications.

It is a lifeline for residents and businesses in the North End who have dealt with sewage and flooding for years,” Speaker Matt Ritter said. “The programs have been incredibly successful, and I am happy we were able to secure funds to assist everyone who is still in the queue.”
“By allocating these funds today, the state has kept its word to the Hartford families and business owners who have struggled for too long with the damage and disruption caused by repeated flooding,” Senator Doug McCrory said. “We created this program in direct response to the needs of this community and I’m grateful to the State Bond Commission and the Comptroller’s Office for ensuring that every last qualified applicant gets the relief they deserve.”
“The Hartford Flood Compensation & Relief Programs have provided critical aid to hundreds of residents and businesses that have struggled for years with disruptive flooding,” said Representative Maryam Khan. “I’m proud our state stepped up to help Hartford residents address this longstanding issue—it’s made a real difference in our community.”
“The Hartford Flood Relief and Compensation Program was included in the Governor’s 2024-25 biennium budget and is a first-of-its-kind program. It has helped keep businesses open, allowed families to stay in their homes, and compensated for irreplaceable items lost to flooding,” said Representative Joshua Hall. “I want to thank Governor Lamont and the Bond Commission for including this additional $4.7 million for the Hartford Flood Compensation & Relief Programs so that we can further remediate and compensate for the flooding issues in the City of Hartford.”
“The Flood Compensation Program is a vital resource for residents who have seen chronic neighborhood disinvestment over the years,” said Hartford Mayor Arunan Arulampalam. “This additional funding will allow more residents, business owners, and neighbors to take advantage of the program and make necessary repairs to their property without bearing the financial burden. I’m grateful to Comptroller Scanlon and our partners at the state for listening to the concerns of Hartford residents and helping us take a step in the right direction.”
