Pandemic Pay For State Employees


The Connecticut General Assembly ratified a Pandemic Pay Interest Arbitration Award on April 12, 2023. Accordingly, the state is working to promptly implement the Award and to issue payments to eligible employees and retirees.

Payments to active eligible state employees are anticipated by the check date of June 16, 2023. Payments to eligible inactive employees; including retirees, employees on a leave, deceased employees, and terminated employees who are not retired (and were active as of September 15, 2022) are expected to by paid by the check date of 09/22/2023.

To assist employees and retirees in confirming whether they are covered by the Arbitration Award and eligible for the Pandemic Pay benefit, please use the search tool below. SEBAC union members may utilize the SEBAC Pandemic Pay Review Request form to submit questions to their union representatives. Non-SEBAC union and non-union members, please contact your agency Human Resources office.

A limited population of UConn Health Center, UConn Storrs and Board of Regent employees have not been loaded on the lookup tool to date. This portal does not currently include information about faculty bargaining units for whom no hourly records are kept, and a group of UHP employees as well. They will be added ASAP. **In addition, some employee's who have transferred from one agency to another are still being reviewed and will be paid in a subsequent pay cycle.

"Covered" employees are those who worked on-site for 180 regular hours or more during the covered timeframe, or those who worked on-site for 200 overtime hours or more during the covered timeframe.

The payments are based upon the number of hours an employee worked onsite during the covered period, and the employee's designated level of risk.

The "Higher Risk" category includes all employees who were first responders, worked in a congregate setting, or in a health care facility during the timeframe above. "Lower Risk" employees include employees who were required to work on-site in another setting during the timeframe above. Regardless of risk category, all employees needed to work a threshold number of hours on-site to qualify.

Yes, on-site regular hours and onsite overtime hours were calculated separately.

Payments are based on the submitted and approved historical time and pay records in effect at the time frame designated by the arbitration award. (March 20, 2020 – March 27, 2021)

The calculations are based on state payroll records entered into payroll/ CORE-CT during the covered timeframe.

If you did not work in a High-Risk environment, but you worked onsite during the covered period and met the hours threshold, you are eligible for pandemic pay.

If on-site hours were not tracked, employees will receive a lump sum based on similarly situated workers (for example certain UCONN employees). This process will be handled by the Office of Labor Relations and SEBAC. If you are a SEBAC union member and have questions or concerns, please use the Pandemic Pay Review Request form. All others may reach out to their Human Resource office directly.

Active Employees will receive checks no later than the first pay period following 90 days from the date of the interest arbitration award. Ninety days from the March 9th award is June 7, 2023, which means payments would appear by the check date of June 16, 2023. This does not include inactive employees or the group of employees from BOR/UCHC/UOC that have not been submitted for payment as of 06/01/2023. This also does not include some employees who have transferred from one agency to another, or employees who are still being reviewed for accuracy. These employees will be paid in a subsequent pay cycle.

Retirees are expected to be paid by the check date of 09/22/2023.
