Attention: Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Personnel Officers
Subject: Pay Increases for Executive Branch Employees Excluded from Collective Bargaining – Cost of Living Adjustment

I.  AUTHORITY

In accordance with Connecticut General Statutes 4-40, 5-200(p) and 5-208(a), the Commissioner of the Department of Administrative Services (DAS) with the approval of the Secretary of the Office of Policy and Management and the Governor has authorized pay increases for certain Executive Branch employees excluded from collective bargaining, as indicated in this document.

II.  COST OF LIVING ADJUSTMENTS

 A.  Executive Branch Employees In The MD And MP Pay Plans Assigned To Labor Units 02 Or 03, SE, DM And CJ-Ex Plans Or In Job Classes With A Variable Range (Vr) Assigned To Labor Units 02 Or 03
In accordance with Sections 4-40, 5-200(p) and 5-208(a) of the Connecticut General Statutes, Item No. 2664-E authorizes the following:
Employee Cost of Living Salary Adjustments:
This Item authorizes 3.5% Cost of Living Adjustments to employees who are assigned to any of the following plans effective July 1, 2019:
  •  MP pay plan in Labor Units 02 or 03, including confidential employees assigned to the MP pay plan
  •  MD pay plan
  •  Variable range (VR) in Labor Units 02 or 03
  •  SE pay plan
  •  DM pay plan at the Division of Criminal Justice
  •  CJ-EX pay plan at the Division of Criminal Justice
Employees Affected by Certain E-Items Issued between June 30, 2018 and July 1, 2019:
Employees who received an increase in pay of 5% or greater pursuant to an e-item with an effective date between June 30, 2018 and July 1, 2019 are not eligible for the July 1, 2019 increase.

B.  EXECUTIVE BRANCH EMPLOYEES ASSIGNED TO LABOR UNIT 01

In accordance with Sections 4-40, 5-200(p) and 5-208(a) of the Connecticut General Statutes, Item No. 2665-E authorizes the following:

Employee Cost of Living Salary Adjustments:
This Item authorizes 3.5% Cost of Living Adjustments to certain employees who are assigned to Bargaining Unit 01 effective July 1, 2019:

  •  The increase shall not be granted to any employee initially/newly/first appointed after June 30, 2018.
  •  The increase shall not be granted to any employee whose rate of pay was increased, on or after July 1, 2018, by 5% or greater as a result of any other item or personnel action.
  •  The increase shall not apply to any employee with a statutorily-set rate of pay.
  • This item does not apply to employees whose salary is authorized by a board or commission or other governing body outside of the jurisdiction of the Department of Administrative Services and the Office of Policy and Management.

III. SALARY PLAN ADJUSTMENTS

As a result of the Cost of Living Adjustment (COLA), the minimum and maximum rates of pay for the EX, MP, MD, SE, DM, and CJ-EX pay plans will be increased by 3.5% effective July 1, 2019.  Notwithstanding Item 2147-E, Item No. 2664-E does not apply to any employee in Labor Unit 01 nor does it pertain to the unclassified employees of any of the boards of trustees of higher education.

IV. SPLIT PAY PERIOD

The COLA is effective July 1, 2019.  The effective pay period is June 21, 2019 through July 4, 2019.  Wages earned for the period June 21, 2019 through June 30, 2019 should be paid at the old rate.  The wages earned for the period July 1, 2019 through July 4, 2019 should be paid at the new rate.

V.  RETROACTIVE PAY

Payments should be identified separately and coded with the applicable code.  Such payments are subject to mandatory deductions:  federal withholding tax and state income tax annualized, social security tax, retirement contributions and garnishments (if applicable).

B.  RETROACTIVE PAYMENTS FOR RETIRED AND SEPARATED EMPLOYEES
Agency staff must calculate and process the retroactive payments manually for the period July 1, 2019 through the date of retirement or separation from state service.
Each agency must provide the Retirement Services Division’s Audit Unit with a list of affected retirees accompanied by the worksheet detailing the calculations utilized for these adjustment payments.  Worksheets for separated employees must also be provided with a clear notation on each worksheet indicating such status.
