MEMORANDUM NO. 2019-09

TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Human Resources Officers
Subject: Connecticut Employees Union Independent, SEIU, Local 511 Legislative Approval through June 30, 2021

I.  AUTHORITY

The agreement between the State of Connecticut and the Connecticut Employees Union Independent, SEIU, Local 511 bargaining unit for employees currently holding the title of Plant Facilities Engineer 1 (excluding the Plant Facilities Engineer 1 at the Connecticut Mental Health Center) for the period of legislative approval (May 31, 2019) through June 30, 2021.

II.  COMPENSATION 

A.  Salary Group Placement

Effective upon legislative approval, employees in the classifications Plant Facilities Engineer 1 (PFE 1) will be slotted from the MP 63 pay plan to the FM 28 pay plan at the closest to but no less than their current rate of pay.  See Agreement for details.

B.  General Wage Increase

PFE 1s entering the NP-2 bargaining unit will receive the contractual general wage increases set forth in Article 20, Section one of the NP-2 bargaining unit contract.

C.  Annual Increments/Top Step Payments

PFE 1s entering the NP-2 bargaining unit will receive annual increments or top step lump sum payments (whichever is applicable) as set forth in Article 20 Section Two of the NP-2 bargaining unit contract.

D.  Longevity

PFE 1s entering the bargaining unit will be eligible prospectively for longevity as set forth in Article 22 of the NP-2 bargaining unit contract, except for two identified employees.  See Agreement for details.

E.  One-Time Payment

PFE 1s entering the NP-2 bargaining unit will be afforded the $2,000 one-time payment as set forth in Article 20, Section Two of the NP-2 contract, except for five identified employees, who experienced a “roll in” of longevity while managers will have that annualized amount deducted from the $2,000 payment before said one-time payment is issued.  See Agreement for details.

III. FURLOUGH DAYS

Except as modified herein, PFE 1s entering the NP-2 bargaining unit will be required to serve three (3) furlough days in fiscal year 2020 (July 1, 2019 – June 30, 2020) consistent with the MOA regarding Furlough Days in the NP-2 bargaining unit contract.  Those PFEs who previously served such furlough days in fiscal year 2018 while employed in different positions will not be required to serve furlough days in fiscal year 2020.  Furlough days will be taken on days the employee is normally scheduled to work and reduction in pay to reflect the three furlough days will be divided over the pay periods of that fiscal year.  Employees may take furlough days in half-day (4 hours) or full day (8 hours) increments.

IV. VACATION ACCRUALS

PFE 1s entering the NP-2 bargaining unit who have accumulated more than NP-2 contractual cap of sixty (60) days (480 hours) as set forth in Article 28, Section One, will be individually capped at the level of vacation accrual in place as of the date of legislative approval of the Agreement.  Such individual caps will be the maximum accumulation for these employees.  Should their vacation accrual ever drop to the maximum rate per Article 28, Section One, their maximum vacation accrual will be as prescribed by the NP-2 contract.

V.  ON CALL PAY

Article 55, Section Six (d) will be modified to include the Department of Veterans affairs and the Department of Correction.

VI. HAZARDOUS DUTY APPENDIX

PFE1s in the Department of Correction will be assigned to the job code associated with hazardous duty designation.

VII. OTHER TERMS AND CONDITIONS

All economic items will be effective upon legislative approval of this Agreement and there will be no retroactive compensation on payments.  Except as otherwise provided herein, the terms and conditions of the 2016-2021 NP-2 contract will apply to PFE 1s.

VIII.  SCHEDULED PAYMENT DATES 

A.  General Wage Increase

The agency must process these lump sum payments manually and follow the effective dates and pay periods of annual increments.

IX. PAYROLL PROCEDURES

A.  Split Pay Period for Increment Movement

Increment movement effective January 1, 2020.  The effective pay period is December 20, 2019 through January 2, 2020.  Wages earned for the period December 20, 2019 through December 31, 2019 should be paid at the old rate.  The wages earned for the period January 1, 2020 through January 2, 2020 should be paid at the new rate.

  B.  Retroactive Payments

C.  One – Time Payment

On the Timesheet Page:  Amount; Time Reporting Code XMISP, use Comments, if needed.

On the Additional Pay Page:  Amount, Earnings Code MPS, use Reason if needed

D.  Payment of Increment and Lump Sum

On the Timesheet Page:  Amount; Time Reporting Code XMISA

On the Additional Pay Page:  Amount; Earnings Code MIS

These lump sum payments are subject to mandatory deductions; i.e., federal withholding and state income tax annualized, social security tax, retirement contributions, and garnishments (if applicable).
