Eligibility Criteria

Program overview

The program pays a flat $2,500 to New Britain homeowners in the Allen Street flood area who paid out of pocket for flood-related costs on or after July 4, 2023. It is modeled on the State Comptroller’s Hartford Flood Relief and Compensation Programs, at a smaller scale and with a simpler pass/fail review.

Applicant eligibility

An applicant must meet all the following:

  1. New Britain resident, shown by proof of identity and proof of New Britain residency.
  2. Homeowner of record of the damaged property, shown by a property tax bill.
  3. Property is inside the Allen Street program area, as defined on the program’s flooding map.
  4. One award per property.

Qualifying costs and documentation

The homeowner must have paid out of pocket for flood-related costs at the eligible property, on or after July 4, 2023, and before the date of application. Any documented amount qualifies.

Accepted proof of payment

  • Paid receipt or invoice for cleanup, water extraction, remediation or repairs
  • Insurance claim showing the deductible the homeowner paid
  • Bank or card statement matching a flood-related expense

Each document must show the property address, a date within the window, and flood-related work or replacement (for example sewer backup cleanup, or replacing a flooded water heater, furnace or appliance).

Not accepted: estimates, quotes, or unpaid invoices.

Application checklist

  • Completed application
  • Proof of identity
  • Proof of New Britain residency
  • Property tax bill
  • Proof of payment for flood-related costs
  • W-9

Verification and approval

Verification is pass/fail. No damage assessment or valuation is performed.

  1. Crawford & Co. reviews the submitted documentation and confirms that (a) the homeowner paid the cost and (b) the cost was for flood damage at the eligible property within the date window.
  2. Former State Rep. Peter Tercyak, as community representative, gives final sign-off on each award Crawford & Co. passes.
  3. Payment is issued once a W-9 is on file.

Benefit

Each approved homeowner receives a flat $2,500 payment. There is no minimum out-of-pocket amount, and insurance payouts are not deducted from the award.

Application period and process rules

  • Application period: October 21, 2026, through May 15, 2027, or until award funds are exhausted, whichever comes first. The cutoff will be announced publicly as soon as funds are committed.

  • Missing documents: applicants have 30 days to respond to a request for additional documentation, or the application is closed.
