The meeting began at 2:40 p.m.
The Subcommittee discussed the following claims that had been administratively denied by the Retirement Services Division (Division). All of the recommendations are unanimous unless noted accordingly.
James Doughty (Deceased) - Request received for the Trustees to recommend that a posthumous non-service connected disability retirement application be processed as this was Mr. Doughty�s intention prior to his death.
Action: Mr. Casella moved, seconded by Mr. Coffey to recommend tabling the request for the processing of a posthumous non-service connected disability retirement application for Mr. Doughty. Ms. Brown-Brewton dissenting. Majority decision.
James Lapan (Deceased) - Request received from Ms. Dawn Lapan that following the death of her spouse while in active employment that her survivor benefit is paid pursuant to the 100% contingent annuitant income payment option.
Action: Mr. McLellan moved, seconded by Ms. Brown-Brewton to recommend tabling of Ms. Lapan�s request to receive her survivor benefit pursuant to the 100% contingent annuitant income payment option.
Nancy Martinez (Deceased) - Request received from the Division as to whether it should pay a retirement benefit pursuant to the income payment option selected by Ms. Martinez now deceased despite the submission of incomplete retirement paperwork associated with the payment of a non-service connected disability benefit.
Action: Mr. McLellan moved, seconded by Ms. Brown-Brewton to recommend a denial of the income payment option election made by Ms. Martinez to allow for the income payment option to default pursuant to Connecticut General Statutes, Section 5-192q(a).
Peter Palmer (Deceased) - Request received from Ms. Lori Palmer that she be allowed to receive a survivor benefit pursuant to the 100% contingent annuitant income payment option if the application for a non-service connected disability retirement is approved .
Action: Ms. Brown-Brewton moved, seconded by Mr. Casella to recommend approval of Ms. Palmer�s request that she receive a survivor benefit pursuant to the 100% contingent annuitant income payment option if the application for a non-service connected disability retirement benefit is approved.
Richard Pavlich - Request received from Mr. Pavlich that the Trustees allow a change in the type of retirement benefit from non-service connected disability to service connected disability after receiving such benefit since 2009.
Action: Mr. McLellan moved, seconded by Mr. Coffey to recommend denial of Mr. Pavlich's request for a change in the type of retirement benefit that he has been receiving since 2009.
