MEDICAL EXAMINING BOARD
FRIDAY, SEPTEMBER 21, 2018

A Meeting of the Medical Examining Board was held on Friday, September 21, 2018, at the Office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106.

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant.

 

CALL TO ORDER           

The Chairperson called meeting to order at 9:02 am.  

Dr. Lieders motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Pollack at 9:04 am.  Members of the Retirement Services Division and the General Counsel to the Commission were invited to stay during Executive Session.  There was a brief break at 11:23 am until 11:31 am.          

    

1. Robert Boulem and Carrie Boulem, his wife, before the Board at 11:33 am.  Mr. Boulem made a statement and then, they were excused by the Board at 11:35 am.
2. Francette Carson and Attorney Russell Zimberlin appeared before the Board at 11:36 am.  They made statements and then, they were excused by the Board at 11:44 am.
3. Laura Crowder and Attorney Russell Zimberlin appeared before the Board at 11:45 am.  Attorney Zimberlin made a statement and then, they were excused by the Board at 11:49 am.
4. Donna McMillan and her friend Ray Powell appeared before the Board at 11:51 am.  Ms. McMillan made a statement and then, they were excused by the Board at 11:55 am.
5. Jasmine Moore appeared before the Board at 11:57 am.  She made a statement and then was excused by the Board at 12:00 pm.
6. Lillian Pacheco and Attorney John Maxwell appeared before the Board at 12:01 pm.  They made statements and then, they were excused by the Board at 12:05 pm.
7. Doris Poeta and her husband, John Poeta, appeared before the Board at 12:07 pm.  She made a statement, and then, they were excused by the Board at 12:12 pm.
8. Archie Robertson and Attorney Richard LaBrecque appeared before the Board at 12:14 pm.  They made statements and then, they were excused by the Board at 12:35 pm.
9. Lorri Wilson and Christine Golet appeared before the Board at 12:38 pm.  Ms. Wilson made a statement and then, they were excused by the Board at 12:40 pm.
10. Paul Winfree and his wife, Maria Winfree appeared before the Board at 12:41 pm.  Mr. Winfree made a statement and then, they were excused by the Board at 12:44 pm.
11. Felicia Young and her daughter, Nya Martin appeared before the Board at 12:45 pm.  Ms. Young made statement and then, they were excused by the Board at 12:46 pm.

   

Dr. Lieders motioned to come out of Executive Session, seconded by Dr. Blum at 12:48 p.m.

Dr. Lieders moved, seconded by Dr. Pollack, to approve Michelle Barringer�s entitlement to Service-Connected Retirement.  Motion approved unanimously.

 

DALPHINE BENNETT         MD-1339    SERVICE-CONNECTED (reconsideration) 

Dr. Lieders moved, seconded by Dr. Pollack, to stand by the Board�s previous decision to deny Dalphine Bennett�s entitlement to Service-Connected Retirement.  Motion approved unanimously.

Dr. Lieders moved, seconded by Dr. Pollack, to approve Richard Bohara�s entitlement to Non-Service Connected Retirement.  Motion approved unanimously.
