MEDICAL EXAMINING BOARD 
FRIDAY,NOVEMBER 8, 2019

A Meeting of the Medical Examining Board was held on Friday, November 8, 2019, at the Office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106. 

PRESENT:

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant. 

CALL TO ORDER 

The Chairperson called meeting to order at 9:08 am. 

Dr. Lieders motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Rudich at 9:09 am.  Members of the Retirement Services Division and the General Counsel to the Commission were invited to stay during Executive Session.   There was a brief break at 10:53 am. until 11:01 am.  Cindy Ceislak and Annette Sadlowski left the meeting at 12:47 pm. and returned at 12:50 pm. 

  1.  Millicent Barrett-Browning abd Cameron Atkins appeared before the Board at 11:02 am.  They made statements, and then, they were excused by the Board at 11:12 am.
  2.  Lisa Beaupre and Gina Herboldt, her POA, appeared before the Board at 11:15 am.  They made statements and then they were excused by the Board at 11:22 am.
  3.  Wayne Campbell appeared before the Board at 11:23 am.  He made a statement and then was excused by the Board at 11:25 am.
  4.  Thomas Defilippo and Attorney Justin Raymond appeared before the Board at 11:27 am.  They made statements and then, they were excused by the Board at 11:32 am.
  5.  Irma Francis and Attorney Brennen Maki appeared before the Board at 11:38 am.  They made statements and then, they were excused by the Board at 11:44 am.
  6.  Patricia Inman and Dr. Kathy Markel appeared before the Board at 11:46 am.  They made statements and then they were excused by the Board at 11:57 am.
  7.  Patricia Inman and Dr. Kathy Markel reappeared before the Board at 12:10 pm.  They made additional statements and then they were excused by the Board at 12:17 pm.
  8.  Heather Insull and Mark Caratelli appeared before the Board at 12:21 pm.  They made statements and then they were excused by the Board at 12:27 pm.
  9.  Okema Ivester and Rhoda Williams appeared before the Board at 12:29 pm.  They made statements and then were excused by the Board at 12:40 pm.
  10.  Deborah McMahon-Cleveland and Thomas Caponigno appeared before the Board at 12:43 pm.  They made statements and then they were excused by the Board at 12:46 pm.
  11.  Arron McLaughlin and Attorney Russell Zimberlin appeared before the Board at 12:50 pm.  They made statements and then they were excused by the Board at 12:53 pm.
  12.  Nesim Muchollari and Elida Muchollari appeared before the Board at 1:00 pm.  Mr. Muchollari made a statement and then they were excused by the Board at 1:01 pm.
  13.  Jean Richards appeared before the Board at 1:02 pm.  She made a statement and then was excused by the Board at 1:05 pm.
  14.  Toni Smith-Rosario, Luis Smith-Rosario and Attorney Russell Zimberlin appeared before the Board at 1:07 pm.  Ms. Smith-Rosario and Atty. Zimberlin made statements and then they were excused by the Board at 1:14 pm.
  15.  Cheryl Whipple and Rick Whipple appeared before the Board at 1:15 pm.  She made a statement and then they were excused by the Board at 1:18 pm.
  16.  Rudolph Williams, Jr. appeared before the Board at 1:20 pm.  He made a statement and then was excused by the Board at 1:23 pm.

Dr. Lieders motioned to come out of Executive Session, seconded by Dr. Galvin at 1:29 pm.

Dr. Lieders moved, seconded by Dr. Rudich, to deny Jose Ayala�s entitlement to Service-Connected Retirement.  Motion approved unanimously.

JAN BARCZAK   D- 12556   SERVICE-CONNECTED
Dr. Lieders moved, seconded by Dr. Rudich, to deny Jan Barczak�s entitlement to Service-Connected Retirement, however the Board would look favorably upon a Non-Service Connected Retirement.  Motion approved unanimously.
