MEDICAL EXAMINING BOARD
FRIDAY, November 3, 2017

A Meeting of the Medical Examining Board was held on Friday, November 3, 2017, at the Office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106.

PRESENT:

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant.

CALL TO ORDER

The Chairperson called meeting to order at 9:04 am.

Dr. Lieders motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Pollack at 9:05 am. Members of the Retirement Services Division and the General Counsel to the Commission were invited to stay during Executive Session. There was a brief break at 10:19 am until 10:24 am.

1. Kevin Bergeron, Jeremy Bergeron, Kevin?s son, and Attorney Russell Zimberlin appeared before the Board at 10:27 am. They made statements and then, they were excused by the Board at 10:41 am.
2. Bryan Coburn appeared before the Board at 10:52 am. He made a statement and was excused by the Board at 10:58 am.
3. Kevin and Jeremy Bergeron and Attorney Russell Zimberlin reappeared before the Board at 11:00 am. Jeremy Bergeron was questioned by Attorney Zimberlin and then, they were excused by the Board at 11:04 am.
4. Terence Galusha appeared before the Board at 11:05 am. He made a statement and then was excused by the Board at 11:16 am.
5. Laura Johnson, Attorney Howard Schiller and Jeffrey Joy, Vocational Rehabilitation Counselor & Earnings Analyst appeared before the Board at 11:18 am. They made statements and then they were excused by the Board at 11:38 am.
6. Debra Phelps, Attorneys John Wolfson and Jonathan Harris appeared before the Board at 11:47 am. Ms. Phelps and Attorney John Wolfson made statements and then, they were excused by the Board at 11:58 am.
   

Dr. Katsetos motioned to come out of Executive Session, seconded by Dr. Pollack 12:07 p.m.

KEVIN BERGERON D- 8106 SERVICE CONNECTED
Dr. Pollack moved, seconded by Dr. Lieders, to approve Kevin Bergeron?s entitlement to Service Connected Retirement. Motion approved unanimously.

BRYAN COBURN D- 8570 SERVICE-CONNECTED
Dr. Pollack moved, seconded by Dr. Lieders, to approve Bryan Coburn?s entitlement to Service Connected Retirement. Motion approved unanimously.

TERENCE GALUSHA D- 9684 NON-SERVICE CONNECTED
Dr. Pollack moved, seconded by Dr. Lieders, to approve Terence Galusha?s entitlement to Non-Service Connected Retirement. Motion approved unanimously.

STEWART HILLMAN D- 6497 SERVICE CONNECTED(CONTINUED)
Dr. Pollack moved, seconded by Dr. Lieders, to table Stewart Hillman?s entitlement to Service-Connected Retirement. Motion approved unanimously.

LAURA JOHNSON D- 10414 SERVICE-CONNECTED
Dr. Pollack moved, seconded by Dr. Lieders, to deny Laura Johnson?s entitlement to Service-Connected Retirement. Motion approved unanimously.

DEBRA PHELPS D- 12343 SERVICE-CONNECTED
Dr. Pollack moved, seconded by Dr. Lieders, to deny Debra Phelps? entitlement to Service Connected Retirement. Motion approved unanimously.

ADJOURNMENT:

Dr. Lieders moved, seconded by Dr. Pollack to adjourn the meeting at 12:11 p.m.
