MINUTES OF MEETING
STATE OF CONNECTICUT
MEDICAL EXAMINING BOARD
FRIDAY, June 21, 2019

A Meeting to the Medical Examining Board was held on Friday, June 21, 2019, at the Office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106. 

PRESENT:

J. Robert Galvin, M.D.
Richard Blum, M.D. 

ABSENT:

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant. 

CALL TO ORDER 

The Chairperson called meeting to order at 9:07 am. 

Dr. Lieders motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Galvin at 9:08 am.  Members of the Retirement Services Division, and the General Counsel to the Commission were invited to stay during Executive Session.  There was a brief break at 10:39 am until 10:47 am.  Cindy Ceislak left meeting at 11:18 am. and returned at 11:20 am.  There was an additional break at 12:11 pm. until 12:17 pm. 

1.  Paul Cicarella and Attorney Sheila Hall appeared before the Board at 10:48 am.  They made statements and then they were excused by the Board at 11:04 am.
2.  Lisa Hayden appeared before the Board at 11:17 am.  They made statements and then they were excused by the Board at 11:39 am.
3.  Todd Krasinsky and Attorney David Rintoul appeared before the Board at 11:48 am. They made statements and then they were excused by the Board at 12:06 pm.
4.  John McGirr appeared before the Board at 12:19 pm.  He made a statement and then they were excused by the Board at 12:36 pm.

Dr. Lieders motioned to come out of Executive Session, seconded by Dr. Blum at 12:40 pm.

DANIEL CALLAGHAN      D- 6758     CONTINUED ENTITLEMENT 
Dr. Lieders moved, seconded by Dr. Blum, to discontinue the disability of Daniel Callaghan.  Motion approved unanimously.

PAUL CICARELLA      D- 10902      CONTINUED ENTITLEMENT
Dr. Lieders moved, seconded by Dr. Blum, to discontinue the disability of Paul Cicarella.  Motion approved unanimously.

KAREN DISCEPOLO(DONOFRIO)     D- 7036      CONTINUED ENTITLEMENT
Dr. Lieders moved, seconded by Dr. Galvin, to discontinue the disability of Karen Discepolo(Donofrio).  Motion approved unanimously.

LISA HAYDEN      D- 11866      CONTINUED ENTITLEMENT
Dr. Lieders moved, seconded by Dr. Galvin, to continue the disability of Lisa Hayden.  Motion approved unanimously.

TODD KRASINSKY     D- 7981     CONTINUED ENTITLEMENT
Dr. Lieders moved, seconded by Dr. Galvin, to discontinue the disability of Todd Krasinsky.  Motion approved unanimously.

JOHN McGIRR     D- 9797     CONTINUED ENTITLEMENT
Dr. Lieders moved, seconded by Dr. Galvin, to continue the disability of John McGirr.  Motion approved unanimously.

CHRISTOPHER ROBINSON      D- 8492      CONTINUED ENTITLEMENT
Dr. Lieders moved, seconded by Dr. Blum, to discontinue the disability of Christopher Robinson.  Motion approved unanimously.


ADJOURNMENT:

Dr. Lieders moved, seconded by Dr. Blum to adjourn the meeting at 12:44 pm.
