MEDICAL EXAMINING BOARD
FRIDAY, JULY  13, 2018

A Meeting of the Medical Examining Board was held on Friday, June 8, 2018, at the Office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106.

PRESENT:

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant. 

CALL TO ORDER

The Chairperson called meeting to order at 9:02 am.

Dr. Katsetos motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Dargan at 9:11 am.  Members of the Retirement Services Division, and the General Counsel to the Commission were invited to stay during Executive Session.    There was a brief break at 10:15 am until 10:21 am.  Dr. Dargan left the meeting at 11:01 am and returned at 11:04 am.

1.  Daniel Callaghan appeared before the Board at 10:28 am.  He made a statement and then was excused by the Board at 10:29 am.
2.  Kevin Cowser appeared before the Board at 10:34 am.  He made a statement and was excused by the Board at 10:49 am.
3.  Robert Ziegler, Linda Ziegler and Attorney Russell Zimberlin appeared before the Board at 11:01 am.   Mr. Ziegler and Attorney Zimberlin made statements and then, they were excused by the Board at 11:23 am.

Dr. Katsetos motioned to come out of Executive Session, seconded by Dr. Blum at 11:35 am.

DANIEL CALLAGHAN         D- 6758          CONTINUED ENTITLEMENT (cont�d) 

Dr. Katsetos moved, seconded by Dr. Dargan to table the disability retirement of Daniel Callaghan.  Motion approved unanimously.

KEVIN COWSER        D-9229       CONTINUED ENTITLEMENT              

Dr. Katsetos moved, seconded by Dr. Dargan, to deny the disability retirement of Kevin Cowser.  Motion approved by majority decision.  Dr. Blum dissents.

STEWART HILLMAN     D- 6497    CONTINUED ENTITLEMENT (cont�d)

Dr. Ghandour moved, seconded by Dr. Dargan, to deny the disability retirement of Stewart Hillman.  Motion approved unanimously.

VINESSA JOB      D- 10384    CONTINUED ENTITLEMENT

Dr. Katsetos moved, seconded by Dr. Dargan, to deny the disability retirement of Vinessa Job.  Motion approved unanimously.

ROBERT ZIEGLER     D- 5935    CONTINUED ENTITLEMENT (reconsideration)

Dr. Katsetos moved, seconded by Dr. Dargan, to stand by the Board�s previous decision to deny the disability retirement of Robert Ziegler.  Motion approved unanimously.

ADJOURNMENT:

      Dr. Katsetos moved, seconded by Dr. Blum to adjourn the meeting at 11:38 am.
