STATE OF CONNECTICUT
MEDICAL EXAMINING BOARD
FRIDAY, January 27, 2017

A Meeting to the Medical Examining Board was held on Friday, January 27, 2017, at the Office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106.

PRESENT:
Kamel Ghandour, M.D., CHAIRPERSON
Richard Blum, M.D.
Nikolai Lieders, M.D.

ABSENT:
Lynn Rudich, M.D.
Manny Katsetos, M.D.
Amarjeet Dargan, M.D.
Debra Pollack, M.D

OTHERS PRESENT:
Colin Newman, Assistant Division Director
Tanya Jasper, Disability Retirement Unit
Faith Murray, Investigations & Recovery Unit
Cindy Cieslak, FordHarrison, Retirement Commission Attorney

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant.

CALL TO ORDER

The Chairperson called meeting to order at 8:58 am.

Dr. Ghandour motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Lieders at 9:00 am. Members of the Retirement Services Division were allowed to remain.

I. Dr. Lieders excused himself from the meeting at 10:03 am.

II. Attorney Barbara Collins, Richard and Maryellen Pugliese and Dr. Don Heibel appeared before the Board at 10:04 am.

A. Attorney Barbara Collins made her statement before the Board.
B. Richard Pugliese made his statement before the Board.
C. Witness Dr. Don Heibel made a statement before the Board.
D. Richard and Maryann Pugliese, Attorney Collins and Dr. Don Heibel were excused by the Board at 10:37am.

 

III. Alan Guire and Attorney Ralph Wilson, appeared before the Board at 10:56 am.

A. Attorney Ralph Wilson made a statement.
B. Allan Guire made his statement before the Board.
C. Witness Paula Williams appeared before the Board and made a statement at 11:22 am, and was excused.
D. Witness Jeffrey Joy appeared before the Board and made a statement at 11:24 am.
E. Alan Guire, Attorney Ralph Wilson, and Jeffrey Joy were then excused by the Board at 11:37am.

 

IV. Dr. Lieders returned to the meeting at 11:55 am.

V. Kerry Law appeared and made a statement at 12:14 pm., and was excused by the Board at 12:20 pm.

VI. Kimberly LaFlamme and her husband, Michael LaFlamme appeared and made statements at 12:42 pm., and were then excused by the Board at 12:51 pm.

Dr. Ghandour motioned to come out of Executive Session, seconded by Dr. Lieders at 12:58 p.m.

ALAN GUIRE         D-9608         CONTINUED ENTITLEMENT
Dr. Ghandour moved, seconded by Dr. Blum, to continue the disability retirement of Alan Guire. Motion approved by majority decision. Dr. Lieders abstained.

KIMBERLY LAFLAMME         D-10101         CONTINUED ENTITLEMENT (RECONSIDERATION)
Dr. Blum moved, seconded by Dr. Lieders, to reinstate the disability retirement of Kimberly LaFlamme. Motion approved by majority decision. Dr. Ghandour dissents.

KERRY LAW         D-8866         CONTINUED ENTITLEMENT
Dr. Ghandour moved, seconded by Dr. Lieders, to continue the disability retirement of Kerry Law. Motion approved unanimously.

RICHARD PUGLIESE         D-9344         CONTINUED ENTITLEMENT
Dr. Ghandour moved, seconded by Dr. Blum, to continue the disability retirement of Kerry Law. Motion approved by majority decision. Dr. Lieders abstained.

ADJOURNMENT:

Dr. Ghandour moved, seconded by Dr. Lieders to adjourn the meeting at 1:01pm.
