MEDICAL EXAMINING BOARD
FRIDAY, February 9, 2018

A Meeting to the Medical Examining Board was held on Friday, February 16, 2018, at the Office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106.

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant.

CALL TO ORDER

The Chairperson called meeting to order at 9:03 am.

Dr. Lieders motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Galvin at 9:04 am. Members of the Retirement Services Division and the General Counsel to the Commission were invited to stay during Executive Session. There was a brief break at 11:04 am until 11:13 am.

1. Ivo and Sandra Abrantes appeared before the Board at 11:14 am. Ivo Abrantes made a statement and then they were excused by the Board at 11:20 am.
2. Karla Carey, Richard and Caroline Carey and Attorney Russell Zimberlin appeared before the Board at 11:23 am. Karla Carey and Attorney Zimberlin made statements, and then they were excused by the Board at 11:27 am.
3. Teresa and Richard Coope appeared before the Board at 11:29 am. Richard Coope made a statement and then they were excused by the Board at 11:33 am.
4. Carol Griffin and Attorney Justin Raymond appeared before the Board at 11:34 am. They made statements and then they were excused by the Board at 11:38 am.
5. Gary Kvietkauskas and Gerald Carden appeared before the Board at 11:41 am. They made statements and then they were excused by the Board at 11:50 am.
6. Gina Lapke and Hector Rivera appeared before the Board at 11:51 am. Ms. Lapke made a statement and then they were excused by the Board at 12:02 pm.
7. Colleen and Donner Pollard and Attorney Justin Raymond appeared before the Board at 12:06 pm. Ms. Pollard and Attorney Raymond made statements and then, they were excused by the Board at 12:09 pm.
8. Lori Schroeder appeared before the Board at 12:10 pm. She made a statement and then was excused by the Board at 12:13 pm.

Dr. Lieders motioned to come out of Executive Session, seconded by Dr. Galvin 12:15 p.m.

Dr. Lieders moved, seconded by Dr. Galvin, to approve Ivo Abrantes? entitlement to Service-Connected Retirement. Motion approved unanimously.

TERESA BABOOLAL     MD- 1541     SERVICE-CONNECTED
Dr. Lieders moved, seconded by Dr. Blum, to approve Teresa Baboolal?s entitlement to Service-Connected Retirement. Motion approved unanimously.

HELEN BEAUDRY     D- 12259     SERVICE-CONNECTED
Dr. Lieders moved, seconded by Dr. Galvin, to deny Helen Beaudry?s entitlement to Service-Connected Retirement, however, the Board would look favorably upon a Non-Service Connected Retirement. Motion approved unanimously.

KARLA CAREY     D- 12366     SERVICE-CONNECTED
Dr. Lieders moved, seconded by Dr. Galvin, to deny Karla Carey?s entitlement to Service-Connected Retirement, however, the Board would look favorably upon a Non-Service Connected Retirement. Motion approved unanimously.

TERESA COOPE     D- 12298     SERVICE-CONNECTED
Dr. Lieders moved, seconded by Dr. Galvin, to deny Teresa Coope?s entitlement to Service-Connected Retirement, however, the Board would look favorably upon a Non-Service Connected Retirement. Motion approved unanimously.

Dr. Lieders moved, seconded by Dr. Galvin, to table Penny Eaton?s entitlement to Non-Service Connected Retirement. Motion approved unanimously.

Dr. Lieders moved, seconded by Dr. Galvin, to deny Deborah Foss? entitlement to Service-Connected Retirement. Motion approved unanimously.
