MEDICAL EXAMINING BOARD 
FRIDAY,AUGUST 9, 2019

A Meeting of the Medical Examining Board was held on Friday, August 9, 2019, at the Office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106.

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant. 

CALL TO ORDER

The Chairperson called meeting to order at 9:06 am.

Dr. Rudich motioned to amend agenda, seconded by Dr. Blum to remove Daniel Landrie at 9:07 am. 

Dr. Rudich motioned to go into the Executive Session to discuss medical condition(s) related to the applications for Disability Retirement, seconded by Dr. Blum at 9:08 am.  Members of the Retirement Services Division and the General Counsel to the Commission were invited to stay during Executive Session.  There was a brief break at 11:35 am. until 11:41 am. 

1.  Charlene Derasmo and Attorney Justin Raymond appeared before the Board at 11:43 am.  They made statements and then they were excused by the Board at 11:46 am.

2.  Donna Faucher, Linda Thomas (supervisor), and Attorney Russell Zimberlin appeared before the Board at 11:47 am.  They made statements and then they were excused by the Board at 11:55 am.

3.  Pamela Foster, POA Georgia Goodson, and Attorney Justin Raymond appeared before the Board at 11:56 am.  They made statements and then they were excused by the Board at 11:58 am.

4.  Nina Giustiniani appeared before the Board at 11:59 am.  She made a statement and then was excused by the Board at 12:08 pm.

5.  Esmet Ibraimov and Attorney Justin Raymond appeared before the Board at 12:16 pm.  They made statements and then they were excused by the Board at 12:23 pm.

6.  Rafael Martinez and Francisco Rivera appeared before the Board at 12:25 pm.  They made statements and then they were excused by the Board at 12:28 pm.

7.  Lucy Milardo appeared before the Board at 12:30 pm.  She made a statement and then was excused by the Board at 12:35 pm.

8.  Jannette Parrilla and Sue Lanka Rivera appeared before the Board at 12:39 pm.  They made statements and then they were excused by the Board at 12:46 pm.

9.  Julie Randino and Cheryl Randino appeared before the Board at 12:49 pm.  They made statements and then they were excused by the Board at 12:57 pm.

10.  Arcena Roget-Privott, Rodney Privott and Attorney Russell Zimberlin appeared before the Board at 12:59 pm.  Attorney Zimberlin and Ms. Roget-Privott made statements and then they were excused by the Board at 1:18 pm.

11.  Frank Stella and Elizabeth Stella appeared before the Board at 1:24 pm.  Mr. Stella made a statement and then they were excused by the Board at 1:29 pm.

12.  Margaret Urban and Attorney Russell Zimberlin appeared before the Board at 1:30 pm.  They made statements and then they were excused by the Board at 1:33 pm.

Dr. Rudich motioned to come out of Executive Session, seconded by Dr. Blum at 1:47 pm.

Dr. Rudich moved, seconded by Dr. Blum, to deny Mark Brencher�s entitlement to Service-Connected Retirement.  Motion approved unanimously.

WILLIAM BURTON          D- 11228         SERVICE-CONNECTED
Dr. Rudich moved, seconded by Dr. Blum, to deny William Burton�s entitlement to Service-Connected Retirement, however the Board would look favorably upon Non-Service Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to deny Richard Coombs� entitlement to Service-Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to deny Miriam Cruz-Perez�s entitlement to Non-Service Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to deny Deborah Davis� entitlement to Service-Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to deny Charlene Derasmo�s entitlement to Service-Connected Retirement, however the Board would look favorably upon Non-Service Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to approve David Dubiel�s entitlement to Non-Service Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to deny Donna Faucher�s entitlement to Service-Connected Retirement, however the Board would look favorably upon Non-Service Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to approve Virginia Feliciano�s entitlement to Service-Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to approve Pamela Foster�s entitlement to Non-Service Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to table Nina Giustiniani�s entitlement to Service-Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to deny Pearl Hammonds� entitlement to Service-Connected Retirement, however the Board would look favorably upon Non-Service Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to stand by the Board�s previous decision to deny Margaret Urban�s entitlement to Service-Connected Retirement, however the Board would look favorably upon Non-Service Connected Retirement.  Motion approved unanimously.

Dr. Rudich moved, seconded by Dr. Blum, to deny Lynda Williams� entitlement to Non-Service Connected Retirement.  Motion approved unanimously.
