Comptroller Sean Scanlon Announces Cigna Awarded Connecticut Health Plan Dental Contract

New contract projects lower costs and expanded offerings while maintaining service for members

(HARTFORD, CT) - Comptroller Sean Scanlon today announced that Connecticut-based Cigna Healthcare has been again selected as the State of Connecticut Dental Plan administrator, pending successful negotiations, after a competitive bidding process.

Cigna's proposal projected lower costs for FY 2024 while also guaranteeing expansion of network offerings over the next five years, which will lower out-of-pocket costs for members. Additionally, members will see no disruption in service while continuing with Cigna.

"After a robust and comprehensive process, I am proud to continue a partnership between the State of Connecticut and Cigna," said Comptroller Sean Scanlon. "Our process ensures that plans are offered at the lowest cost to the State while also providing affordable, high-quality dental care for state employees and their dependents."

Each bidding company was scored and ranked across categories including pricing and service commitments. After each round of scoring, the companies were given an opportunity to improve their bids to place higher. After several rounds of intense competition, Cigna was selected as the winner.

Over the coming months, the Office of the State Comptroller will be working with Cigna to finalize and implement the contract, ensuring the benefits offered to all current members remain consistent. The contract will be effective on January 1, 2024.
