Subject: | Y2K Overtime Cap for Engineering and Scientific (P-4) Exempt Employees |
I. AUTHORITY
A waiver granted by the Office of Policy and Management, Office of Labor Relations, under the provisions of the P-4 contract, Article 17, Section Three (2)(b).
II. ARTICLE 17 OVERTIME
Section three. Exempt Employees. (2)(b) In situations other than declared State or national emergencies and where the granting of compensatory time off would create a hardship to an Agency, payment at straight time may be granted with approval of the Secretary of the Office of Policy and Management or designee.
The subject of overtime due to Y2K staffing was discussed with the Connecticut State Employees Association (CSEA). A blanket waiver of the overtime cap for Data Processing personnel, who are working on Y2K projects during the critical period from December 31, 1999 through January 1, 2000, has been issued.
The overtime cap is lifted specifically for those exempt employees within the data processing classes who are covered under the provisions of the P-4 contract. The overtime is to be paid at straight time.
III. PAYROLL PROCEDURES
A. Calculate Overtime Hours
Calculate the overtime hours for exempt employees in P-4 Bargaining Unit.
B. Entering Straight Time Overtime
1. On-Line: | Screen 047 or 190; Regular Hours (Enter all zeros); O/T Code 1; O/T Hours (Enter hours calculated); O/T Rate; D/OE Code 14; Major/Minor 107. |
2. Remote Job Entry: | ZT Transaction; Same as above. |
These payments are subject to mandatory deductions; i.e., federal withholding and state income tax annualized, social security tax, retirement contributions, and garnishments (if applicable).
