COMPTROLLER'S MEMORANDUM NO. 2000-24
May 5, 2000
TO THE HEADS OF ALL STATE AGENCIES
ATTENTION: | Personnel and Payroll Officers |
SUBJECT: | 2000 - 2001 Employee Health Insurance Rates |
AUTHORIZATION: In accordance with the provisions of Section 5-259 of the Connecticut General Statutes and the SEBAC V Agreement, the following has been approved for administration of the state-sponsored health care insurance plans.
PAYROLL EFFECTIVE DATES: The bi-weekly health insurance rates for the period July 1, 2000 - June 30, 2001 are based on 26 pay periods. The annual premium for all the medical and dental plans is unchanged. However, because the annual premium will be paid over 26 pay periods, instead of the 27 periods during the 1999 - 2000 benefit year, the bi-weekly employee share deduction will increase slightly. The changes announced herein will be effective on the following payroll periods:
Bi-Weekly: | Semi-Monthly | Monthly: |
June 2 - June 15, 2000 | June 1 - June 15, 2000 | June 1 - June 30, 2000 |
Payable June 30, 2000 | Payable June 15, 2000 | Payable June 30, 2000 |
MEDICAL PLANS: There are no changes in the medical plan offerings for the period July 1, 2000 - June 30, 2001.
Effective for July 1, 2000 coverage, all employees enrolled in ConnectiCare are required to pay the same employee share amount. Those employees who were paying the higher "old" ConnectiCare employee share rate will be transferred to the single "new" rate structure by the Payroll Services Division. No agency action is necessary if the employee is remaining in the ConnectiCare plan. ConnectiCare remains closed to new membership.
DENTAL PLANS: There are no benefit changes in the available plans. The patient charge for some CIGNA Dental Care Plan services increased slightly. Please refer employees with questions to CIGNA.
CHARTS: Attached are new and revised rates and charts "A" through "N". Rate changes will be made centrally. Paired D/OEs for both pre and post-tax deductions are provided on all charts.
NOTICE TO EMPLOYEES: The health care planner mailed to all active employees includes a schedule of all applicable bi-weekly payroll deductions. There will be no change in the employee share deduction for employees on other than a bi-weekly pay plan.
PAYROLL PROCEDURES FOR SPECIFIC SITUATIONS: Domestic Partner Enrollment
