State of Connecticut Office of the State Comptroller MEMORANDUM NO. 98-39

Seal of the Office of the State Comptroller

September 11, 1998

Attention: Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Personnel Officers
Subject: Increase in GSA Mileage Reimbursement Rate

I. GSA Mileage Rate Increased To 32.5 Cents Per Mile

According to the Federal Register dated September 8, 1998, the General Services Administration (GSA) of the Federal Government is increasing the reimbursement rate from 31 cents to 32.5 cents per mile for use of privately-owned automobiles when authorized as advantageous to the Government. This change to the Federal Travel rates is effective for travel performed on or after September 8, 1998.

II. Impact on State Mileage Reimbursement Rates

The "mileage reimbursement rate" under many State collective bargaining unit agreements is subject to upward adjustment within 30 days of the revision to the Federal GSA rate. Agencies should refer to the applicable collective bargaining agreements for details.

This means if an employee travels on or after September 8, 1998 the GSA

reimbursement rate per mile is 32.5 cents. This adjustment must be made within 30 days (before October 8, 1998). Agencies should adhere to established payment procedures.

The above provisions do not necessarily apply to Managerial and Confidential employees. For Managers and Confidential employees: "Mileage reimbursement will be at the prevailing rate authorized by the Commissioner of Administrative Services with the approval of the Secretary of the Office of Policy and Management." The Department of Administrative Services will notify agencies when the managerial and confidential rate is changed.

Managerial employees governed by the Boards of Higher Education will be notified by their respective boards.
