MEMORANDUM NO. 98-14

TO THE HEADS OF ALL STATE AGENCIES

Form CO-110, Requisition for the Reservation of Funds, is required to establish a reservation commitment. This memo pertains to requisition categories type "RR" for reservations 9-19 only. (Reservations "RR" 1-8 are standard reservations pre-established by the Comptroller's Office. Once a particular requisition category (RR1-8) is established, it should not be resubmitted.)

A new Requisition for the Reservation of Funds Form CO-110 must be submitted for every existing, revised or new "RR" to the Office of the State Comptroller, Accounts Payable Division, no later than June 17, 1998.

When submitting Requisition for the Reservation of Funds Form CO-110, designate on each form what the submission is for (i.e., existing, revised, or new.)

• New or renewal - mark in red in the upper right hand corner "New" or "Renewal"
  • New Requisition for the Reservation of Funds (CO-110) must be submitted with a Commitment Batch Header (CO-96) because data entry into the Comptroller's Central Accounting System is required. Expenditure line detail and the committed amount must be completed.
• Revise or redefine - mark in red in the description box # 6 "REVISE" or "REDEFINE USE."
  • Renewal, Revised, or Redefine CO-110's do not require line detail, committed amount, or a Batch Header (CO-96) because the reservation already exists on the Comptroller's Central Accounting System.

Any expenditures against RR 9-19 not supported by a new CO-110 on file in the Comptroller's Accounts Payable Division by June 17, 1998 will be placed in a "pre-audit" (Q) status for fiscal year 98-99. Payments will not be processed until the agency is in compliance with these procedures.
