MEMORANDUM NO. 96-54

TO THE HEADS OF ALL STATE AGENCIES

In Comptroller's Memorandum 96-8, dated February 15, 1996, the Office of the State Comptroller announced the availability of Comptroller's Memoranda on the CATER TAO1 Bulletin Board System. This memo is to announce that these Memoranda are now also available on the Comptroller's Home Page on the Internet, at http://www.state.ct.us/otc. You will find all 1996 Memoranda issued to-date as well as all Memoranda issued in 1995. Now that these memos are available electronically from two sources, we have set December 31, 1996, as the cutoff date for paper publishing of Numbered Comptroller's Memoranda for agencies that can receive them electronically and are comfortable doing so.

We are also pleased to announce the creation of an Internet "Listserv", called OSC-NEWS, which we will use to keep all subscribing agencies informed when Memos or other documents are published. Listserv is an automatic Internet E-mailing list manager program. Once your subscription is approved by the list owner, you will receive further information about the list itself. You will also receive messages from other subscribers to the list, and you can post to it as well, using your Internet E-mail software.

To post messages to the list, send an Internet E-mail message to: osc-news@po.state.ct.us.

If your agency chooses to use the Comptroller's Home Page and the Listserv as your way of receiving Comptroller's Memoranda, please ensure that at least one key person for your agency subscribes to the list, and has the responsibility to inform and/or distribute the Electronic Memorandum in your agency.

If you have no access to either the Internet or the CATER Bulletin Board and/or you wish to keep receiving memoranda on paper, we must hear from you by December 15, 1996, to keep your name on an active mailing list. Please send your request to: Walter Olender, Special Services Division, Office of the State Comptroller.

Please note that there will still be some documents published on paper and on the Internet, such as Fiscal Year-end Closing Instructions, Manuals, and Comptroller's Reports. Additionally, all numbered Memoranda referring to Payroll Procedures will still be printed and distributed through the Comptroller's Payroll Services Division.
