Subject: | Accountability Directive I: Internal Control and Financial Management Integrity for State Government |
In December 1994, the Office of the State Comptroller (OSC) and the Office of Policy and Management (OPM) cooperatively issued an exposure draft of the Accountability Directive I to all state agencies. And in May 1995, the Office of the State Comptroller hosted a statewide Internal Control Seminar with several speakers presenting information on various internal control components.
The purpose of Directive I is to promote the use of effective and efficient internal controls, risk management techniques and to help managers evaluate their agency's internal control systems and identify possible deficiencies within their areas of responsibility.
In order to avoid duplication and confusion, the Offices of the Comptroller and the Auditors of Public Accounts have developed a unified internal control questionnaire. This was mailed to state agencies in March 1996, stating that the final version of the directive would be issued by June 30, 1996.
Prior to the issuance of the final directive, we are interested in your suggestions or comments regarding improvement to the Accountability Directive I. It is very important that we hear from you.
The Office of the State Comptroller is committed to providing assistance to agency personnel to aid in the completion of the internal control self-assessment. If you have any questions, or need additional information about this directive or your agency's responsibility in evaluating its internal control structure, please contact the Policy Evaluation and Review Division at 860- 566-5981.
The attached questionnaire has been developed to gather additional information so that we may assist agencies in complying with Directive I. We would appreciate it if you would take the time to review and complete this questionnaire. Please return it by June 1, 1996.
