MEMORANDUM NO. 96-13

TO THE HEADS OF ALL STATE AGENCIES

Attention:Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Personnel Officers
Subject: Bi-weekly Salary Increases, Lump Sum Payments and Annual Increments, for Engineering and Scientific (P-4) Bargaining Unit Employees
  1. AUTHORITY

    The collective bargaining agreement between the State of Connecticut and the Engineering and Scientific (P-4) bargaining unit, for the period July 1, 1994 through June 30, 1997, whi9ch was approved by Legislature on March 8, 1996.

  2. ARTICLE 19 - COMPENSATION

    1. Bi-weekly salary increases will be effective:

  1. Annual Increments

  1. Employees will continue to be eligible for and receive annual increments during the term of this contract in accordance with existing practice, or as follows:

  1. Annual Increments will be entered centrally for the pay period 3/15 - 3/28/96 (check date April 12, 1996), for agencies on the automated Connecticut State Employees Information System (CSEIS) and Automated Personnel System (APS) interface at the proper time.

  2. All other agencies must manually adjust their employees' masterfile record with the correct bi- weekly salary amount and rate of pay.
  1. Lump Sum Payment for Maximum Step Employees

    Employees at the maximum step of the salary schedule as of the annual increment effective dates will receive a 2.5 percent lump sum payment when the annual increment would have applied. The lump sum program continues uncapped.

  1. ARTICLE 21 - TRAVEL

    Employees required to travel on official State business will be reimbursed for lodging, mileage and/or meals in accordance with Standard State Travel Regulations.

    Construction personnel in the Department of Transportation (DOT) or Department of Public Works (DPW) who are presently assigned State vehicles may continue to use said vehicles or may shift to use of his/her personal vehicle.

    Employees using personal vehicles will be paid $3.50 per day vehicle use fees. This fee will be in addition to mileage reimbursement. (See contract for stipulations.)

    Mileage reimbursement will be 30 cents per mile subject to readjustment with U.S. GSA rate.

  2. ARTICLE 35 - EQUIPMENT AND CLOTHING

    The annual safety shoe allowance of $60. will continue to be payable on or about October 1 of each contract year. (Except for employees hired after October 1 but before April 1 will not be paid). Effective October 1, 1996 the shoe allowance will be increased to $70.

  3. ARTICLE 55 - EMPLOYEE MEAL CHARGES

    Increase charges for breakfast, lunch and dinner at State agencies with employee dining facilities.

Please implement the increased rates for meals in the usual manner.

  1. SIDE LETTER STIPEND

    Recruitment and retention stipends paid to current employees in lieu of General Wage Increases (GWI) are discontinued effective March 29, 1996. Do not pay these bonuses effective with the pay period beginning March 29, 1996.

  2. RETROACTIVE PAYMENTS

    For the pay period 3/15-3/28/96, check date 4/12/96, agency staff must calculate and process the following retroactive payments manually. Checks dated April 12, 1996 should reflect updated additional compensation; e.g., shift differentials, overtime, etc., for the particular bi-weekly pay period.

    Payments will be separately identified and subject to mandatory deductions only; i.e., federal withholding tax, state income tax annualized, social security tax, retirement contributions, and garnishments (if applicable).

    This increase effective July 1, 1996, will be made splitting the pay period.

    The wages earned for the period June 21, 1996 through June 30, 1996 should be paid at the old rate effective July 1, 1995.

    The wages earned for the period July 1, 1996 through July 4, 1996 should be paid at the new rate, effective July 1, 1996.

    Checks dated July 19, 1996 should reflect updated additional compensation; e.g., shift differentials, overtime, etc., for the particular bi-weekly pay period.

  3. GENERAL
