MEMORANDUM NO. 95 - 60

TO THE HEADS OF ALL STATE AGENCIES

Pursuant to Public Act 95-212, administrative responsibility for the State's Dependent Care Assistance Program (DCAP) has been transferred from the Department of Administrative Services (DAS) to the Office of the State Comptroller.

This agency is in the process of developing a centralized system for the maintenance of individual employee DCAP accounts; in the interim, please adhere to existing procedures outlines in past communications from DAS, with the following exceptions:

• Inquiries concerning the program should now be directed to Paul Rifkin (566-5437) or Lynn Murray (566-7395) of my staff.
• Dependent Care Change Forms should now be sent to Ms. Murray's attention.

The DCAP open enrollment for calendar year 1996 will be from November 1 through November 30, 1995. As in prior years, Colonial Life & Accident Insurance Company will have representatives at several locations throughout the State to answer questions and enroll interested employees. In that connection, copies of a general letter announcing this year's open enrollment are being provided for distribution to all employees with the October 27, 1995 paycheck.

Finally, please note that the D/OE for calendar year 1996 changes to 7 B; the OR (override)code should always be blank.

Any questions concerning the open enrollment should be forwarded to the above-referenced agency staff.
