Subject: | Change in Commencement Date of Vietnam Era Service |
Public Act 95-300, effective October 1, 1995, establishes a new beginning date for the period of service in time of war for the Vietnam era. The commencement date of the Vietnam era, as defined in subsection (a) of Section 27- 103 of the General Statutes, was changed from January 1, 1964 to December 22, 1961.
Service time for longevity eligibility purposes will include:
War service time for the Vietnam era is active duty served in the Armed Forces during the period December 22, 1961 to July 1, 1975.
The impact of Public Act 95-300 on pension benefits will be discussed in a separate communication to be issued by the State Employees Retirement Commission.
Agencies should advise their employees of this statutory change concerning active duty war service and request that any employees potentially having such Vietnam era service provide the proper documentation to their agency personnel or payroll offices.
Agencies should then review their determination of each employee's service time basis for longevity eligibility, ensuring inclusion of the new eligible war service periods as modified by Public Act 95-300.
