MEMORANDUM NO. 95 - 53

TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers, Business Managers,
and Payroll and Personnel Officers
Subject: Salary Increases for Managerial/Confidential Employees
and Managerial PARS Bonuses

Effective September 29, 1995 there will be a general wage increase available to all Managers who meet the criteria. Additionally, in accordance with the Bureau of Human Resources Memorandum dated July 10, 1995 issued by Barbara Waters, Deputy Commissioner of the Bureau of Human Resources,Department of Administrative Services (DAS), Performance Assessment and Recognition System (PARS) bonuses are effective with the pay period September 29 to October 12, 1995 (check date October 27, 1995).

NOTE: Be sure that Executive Assistants are NOT counted or paid PARS increases this year.

  1. INCREASES TO BE BUILT INTO SALARIES

    1. Approved increases may be built into salaries for:

      1. Incentive increase of up to 3.0% for managerial personnel whose salary is below Position Rate in those agencies with approved PARS plans.

    A manager at the maximum of his/her salary group will be eligible for a lump sum payment of 3.0% for performance rated as Meets or Exceeds Expectations.

    1. Annual increase of 3.0% for employees on the MP, MD and ME Pay Schedules whose agencies do not have an approved PARS Plan. This increase applies up to Position Rate for "good" performance.

  2. PERFORMANCE RECOGNITION AWARD BONUS PAYMENTS

     

    1. Detailed guidelines contained in the Bureau of Human Resources Memorandum include the following requirements:

      1. The minimum bonus amount is $750 and the maximum bonus amount is $1500.

      2. For the 1995-96 fiscal year, bonus payments are to be made in one lump sum payable on October 27, 1995.

      3. Pro-rated payments may be made to managers who participated in the PARS process starting in July 1994 and who retired, were laid off, or died between January 1 and June 30, 1995.

    2. Coding:

      The same expenditure coding should be used for a bonus payment as that charged for the employee's regular salary.

  3. CONFIDENTIAL EXCLUSIONS

    DAS/OLR Item No. 9028E extends the provisions of Article 24, Section Two of the P-5 Administrative and Residual contract effective from July 1, 1994 to June 30, 1999 to employees who have been designated as confidential exclusions who would otherwise be assigned to the NP-2 Maintenance and Service, NP-3 Clerical, P-1 Professional Health Care, P-2 Social and Human Services, P-4 Engineering, Science, or P-5 Administrative and Residual bargaining unit.

    Confidential exclusions from the NP-2 Maintenance and Service, NP-3 Clerical, P-1 Professional Health Care, P-2 Social and Human Services, P-4 Engineering, Science, or P-5 Administrative and Residual bargaining unit will be eligible to receive an annual increment. Effective July 1, 1995 and continuing through January 1999, the annual increment payment will be delayed by three months, and paid in the pay period which would include each respective October 1 and/or April 1.

  4. CONFIDENTIAL EXCLUSIONS FROM THE NP-1, STATE POLICE
    BARGAINING UNIT

    In accordance with DAS/OLR Item No. 9029E the provisions of Article 19, Section One (c) and One (e) of the NP-1 State Police contract effective from July 1, 1995 to June 30, 1999 are extended to Confidential Exclusions who are assigned to the SP pay schedule.

    Confidential Exclusions who are assigned to the SP pay schedule not eligible to receive an Annual Increment will be paid one thousand dollars ($1000) on their respective anniversary date in July 1997 or January 1998. This lump sum will not be reflected in the salary grade.

    Such payments will be separately identified and subject to mandatory deductions only; i.e., federal withholding tax and state income tax annualized, social security tax, retirement contributions, and (if applicable) garnishments.

    General wage increases will continue to be reflected in each salary grade and employees will continue to receive annual increments in accordance with pre-existing regulations based on the salary schedules in Appendix A of the NP-1 contract.

  5. CONFIDENTIAL EMPLOYEES ASSIGNED TO THE CLASS OF
    EXECUTIVE SECRETARY (UNCLASSIFIED)

    The annual salary range for these employees is adjusted by DAS/OLR Item No. 9031E in accordance with the increased hours worked, the personnel and payroll instructions, and the following schedule:

    These employees are no longer on a step pay plan. Their annual increment (AI) will be calculated as three (3) percent of their base salary. This payment cannot take an employee over the maximum of the range. If an employee is within three percent of the maximum, he/she can only be increased to the maximum. Employees who have not been approved to go over the midpoint of the range can only be adjusted to that midpoint, not the maximum of the range.

    Effective July 1, 1995 and continuing through January 1999, the annual increment payment will be delayed by three months, and paid in the pay period which would include each respective October 1 and/or April 1.

  6. PAYROLL PROCEDURES

    The PARS payments and annual increments must be entered manually at the proper time as follows:

    1. Payment of Built-In Increases:

      1. Forms:

        Prepare a CO-1000, Employee Add/Maintenance Form; enter Payroll Unit, Employee Number, X in Change field, Period Ending 10/12/95, the new Hourly Rate in Normal Hourly Rate field, and the new Salary in the Normal Salary field.

      2. On-Line:

        Screen 160: Enter State, Payroll Unit, Employee Number, the new Hourly Rate in the Normal Hourly Rate field, and the new Salary in the Normal Salary field.

      3. Remote Job Entry:

        RA Transaction: Enter State, Payroll Unit, Employee Number, the new Hourly Rate in the Normal Hourly Rate field, and the new Salary in the Normal Salary field.

    2. Payment of Bonuses:

      Bonus payments are subject to mandatory deductions; i.e., federal withholding tax and state income tax annualized, social security tax, retirement contributions and (if applicable) garnishments.

      The bonus payment on the bi-weekly payroll will be separately identified as "Merit Bonus".

      1. Forms:

        Prepare a CO-1004, Time Card Entry Form; enter Payroll Unit, Period Ending 10/12/95, Employee Number, Transaction Code 1, Bonus Amount in dollars and cents in the Salary Amount field with leading zeros (e.g., 0050000 = $500.00), D/OE '18' in the D/OE Code field.

      2. On-Line:

        1. Screen 381 (Individual Employee):

          Enter State (Level 1), Payroll Unit (Level 2), Employee Number, Transaction Code R1, Bonus Amount in dollars and cents in the Rate or Amount field with leading zeros (e.g., 0100000 = $1,000.00), D/OE '18' in the D/OE Code field.

        2. Screen 382 (More than One Employee - Optional):

          Use same procedures as those preceding for Screen 381.

      3. Remote Job Entry:

        ZT Transaction: Enter State (Level 1), Payroll Unit (Level 2), Employee Number, Code R1, Bonus Amount in dollars and cents in the Rate or Amount field with leading zeros (e.g., 0100000 = $1,000.00), D/OE '18' in D/OE Code field.
