These funds are requested, along with those under Item 20, to capitalize the Small Business
Boost Fund (formerly the Small Business Express Program) as outlined by changes made to
Section 32-7g of the General Statutes in P.A. 21-2, Sec. 283.
This program consists of the following components as defined in the act:
1.) A revolving loan fund,
2.) At least one minority business revolving loan fund,
3.) A component established in consultation with representatives from Connecticutbased banks and a banking industry association, &
4.) A component established in consultation with Connecticut Innovations, Incorporated.
5.) Loans from a minority business revolving loan fund may be in amounts from
$10,000 - $500,000, with a maximum interest rate of 4%, and for a term of not
more than 10 years.
6.) Loans issued with the consultation of representatives from Connecticut-based banks
will be used for acquisition or purchase of machinery and equipment, construction
or leasehold improvements, relocation expenses, working capital (which may be
used for payment of rent), or other business-related expenses, as authorized by the
Commissioner of the Department of Economic and Community Development.
