HEALTHCARE COST CONTAINMENT COMMITTEE MINUTES
July 14, 2014

Meeting Called to Order by Thomas Woodruff

New Business:

Financials and Dashboard - Milliman presented the monthly dashboard report for financials. It was reported that the claims experience was running close to budget projections. It was noted that the positive claims experience is being offset by an increase in active and retiree membership. The FAD and appropriation balance report reflected a small balance for FY 2014 to be used to build the reserve.

Colonoscopy Study - Milliman presented a study that showed the estimated savings from increased colonoscopy screenings required under the Health Enhancement Program (HEP). The study showed an estimated $20 million in savings after HEP was implemented. The study compared the 3 years prior to HEP to the 3 years post HEP. Costs for cancer treatments were based on national data. The committee asked to have a similar study completed for preventive physicals.
