HEALTHCARE COST CONTAINMENT COMMITTEE MINUTES
January 14, 2019

 

Meeting Called to Order by Tom Woodruff 

There was no Public Comment. 

Financials - The active employee and retiree healthcare appropriation balances are anticipated to end with a positive balance for FY 2019. On the retiree side, based on projected trend and an increase in population, there may be a slight shortfall.  Staff will be monitoring the balances closely. 

Partnership - Staff reported that as of January 1st, 2019, Partnership 1.0 has 6 remaining groups totaling 2,500 employees or 4,000 members. Partnership 2.0 has 103 groups totaling approximately 18,000 employees and 43,000 members.  There has been a lot of interest from groups looking at the CT Partnership Plan for a July 1, 2019 effective date.    

RFP Status - Pharmacy - Segal reported that they are currently analyzing the first round of proposals.  There will be finalist interviews in early February followed by a reverse auction for best and final. 

RFP Discussion - SmartShopper - Tom reported the possibility of a short contract extension for the current vendor followed by a competitive bidding process.  He discussed having a focus on Centers of Excellence with additions discussions around quality measures.
