Meeting Called to Order by Thomas Woodruff
New Business:
Financials and Dashboard - Dave Williams presented the monthly dashboard report on financials. The report demonstrated that there is an increase in total gain/loss paid claims and both actives and retirees look as though they will finish with a surplus. However, there is a reduction in subsidy from Medicare caused by the sequester which will require additional budgeting for future years.
Partnership Plan Update - Staff reported that an additional new town and board of education combined group enrolled in the Partnership Plan effective 9/1/13. Partnership Plan inquiries and requests for quotes continue to be received and completed.
Special Enrollment - Staff advised that agencies have released announcements concerning the special enrollment period for employees and retirees who wish to add a same sex marriage or civil union partner. The deadline to enroll is 9/13/13.
SIM Update - Bill Morico provided an update on the work being done on the SIM project which includes an effort to increase stakeholder engagement. The Center for Medicare and Medicaid Innovation (The Innovation Center) has announced postponed deadlines for the Health Care Innovation Plan proposal and application. The state's final proposal is anticipated for submittal to CMS in early December of 2013.
