HEALTHCARE COST CONTAINMENT COMMITTEE MINUTES
April 8, 2019  

Meeting Called to Order by Tom Woodruff 

Financials - Surpluses were reported for both the active employee and retiree healthcare appropriation balances. 

Partnership - Staff reported that as of April 1st, 2019, Partnership 1.0 has 6 remaining groups totaling 2,500 employees or 4,000 members. Partnership 2.0 has 107 groups totaling approximately 19,000 employees and over 45,000 members.  There are seven confirmed groups to join the CT Partnership Plan effective July 1, 2019 and more groups are expected to join once rates are released this month. The confirmed groups would bring our totals to 114 groups with 22,000 employees and 52,000 members. We will also be attending the Connecticut Association of School Business Officials Fair later in the month. 

Open Enrollment - Active OE will run from May 6th � 31st with 24 fairs across the state. A one page mailer will be generated and sent to all actives and the planner will only be available online. The retiree planner is being worked on and will be sent to all retirees. 

HEP Reimbursement - 3,703 retirees were reimbursed for a total of $157,734 in copays for chronic related doctor visits in 2018.
