SUBJECT: | Health Insurance Coverage for Age 26 Dependents through the End of the Calendar Year |
I. INTRODUCTION
Effective January 1, 2019, group medical and pharmacy coverage for eligible dependents will continue through the end of the calendar year in which the dependent reaches age 26. For example, a dependent that turns age 26 in February 2019 can remain on coverage through December 31, 2019. This change does not impact dental coverage. The maximum date for dental coverage will remain the last day of the month in which the dependent turns age 19.
II. DISCUSSION
Effective January 1, 2019, Agencies should no longer process a Family Status Change (FSC) event in Core-CT to remove dependents from the medical and pharmacy plan for the month in which they turn age 26. The Office of the State Comptroller, Central Benefits Unit, will send a list of all dependents turning age 26 to agency benefit contacts on or around the middle of November of each calendar year. Agencies must process a manual FSC event in Core-CT with the COBRA Action of "AGE" to remove the dependent from coverage and issue a COBRA Notice.
III. CONCLUSION
Additional information with regard to processing changes in Core-CT will be forthcoming. Personnel or payroll staff members who have questions concerning this change should contact the Comptroller's Healthcare Policy & Benefit Services Division, Central Benefits Unit at (860) 702-3535.
Very truly yours,
