Collective Bargaining Unit Contract Extension and Changes |
I. AUTHORITY
- The extension agreement between the Administrative and Residual
bargaining unit and the State of Connecticut. Please refer to
Comptroller's Memorandum 2007-21 for other contract provisions.
II. COMPENSATION (Article 24)
- A. General Wage Increases
General wage increases will be effective as follows:

- B. Annual Increments
For the 2009-2010 contract year, employees who received the top step
bonus in the prior year will be eligible to receive it when an annual
increment would have been due. The annual increment, including the ninth
step for the 2010-2011 contract year will be paid on time in accordance with
existing practice. No top step bonus will be paid. The annual increment for
the 2011-2012 contract year will be paid on time in accordance with existing
practice and the top step bonus payment will be paid on the paycheck date
when increments are paid.

- *Only employees who received the top step bonus in the 2008-2009
contract year will be eligible to receive a top step bonus in the 2009-2010
contract year.

III. FUNDS, FEES, DIFFERENTIALS, REIMBURSEMENTS AND OTHER PAYMENTS
- The parties agree that during the 2011-2012 contract extension year, the
amounts appropriated for all funds, fees, differentials, reimbursements, and
other payments will remain the same as the rate on June 30, 2011 as set
forth in the Collective Bargaining Agreement.
IV. FURLOUGH DAYS
- There will be mandatory furlough days for all members of the P-5
bargaining unit. There will be one furlough day before June 1, 2009, three
furlough days between July 1, 2009 and June 30, 2010 and three furlough days
between July 1, 2010 and June 30, 2011. Please refer to the Memorandum of
Agreement between the State of Connecticut and the Administrative and
Residual bargaining unit for specific details.

Mails dated May 19, 2009 and May 21, 2009.
V. DURATION (Article 44)
- The duration of the agreement is extended to June 30, 2012.

VII. PAYROLL PROCEDURES
- A. Implementation of General Wage Increases
New pay plans will be implemented centrally with the new hourly rate and
bi-weekly salary effective with the pay period at the proper time.
- B. Payment of Lump Sum(s)

- 1. On the Timesheet Page: Amount; Time Reporting Code XMISP.
- 2. On the Additional Pay Page: Amount; Earnings Code MPS.

- These lump sum payments are subject to mandatory deductions: i.e.,
federal withholding and state income tax annualized, social security tax,
retirement contributions and garnishments (if applicable).
