TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers, and Business Managers
Subject: New Chartfield Coding for Federal Stimulus Funding

If your agency is receiving federal dollars under the provisions of the American Recovery and Reinvestment Act of 2009 (ARRA), it is important that the deposit and expenditure of these funds be readily identifiable for audit purposes.

Agencies receiving ARRA restricted grant funds must request the establishment of a new SID that begins with the number 29 (29xxx). The request must be submitted using the SID Chartfield Maintenance Form found on the Financials User Section of the Core-CT web site. In the description field please use the abbreviation ARRA so it is clear that the request relates to stimulus dollars.

Even if the ARRA money being received is utilizing an existing federal CFDA number, you must request a new 29xxx SID. A single CFDA number may be linked to multiple SIDs, but each SID may have only one unique CFDA number. As always, you must also indicate if the funding is in the form of a Federal Receivable (FR) or is a Federal Advance (FA).

If money is being transferred between agencies, dollars deposited to a 29xxx SID may be transferred only to another 29xxx SID.

Agencies are responsible for establishing lower level budgets for the ARRA dollars under the budget structure that is in use by the agency. The Comptroller's Office will maintain the legal level budgets. If ARRA dollars are being used to fund positions, those positions must be established and the combination coding submitted, as usual, using the new SID 29xxx.

If ARRA dollars are being deposited to a fund other that the Grants and Restricted Accounts Funds (Funds 12060 and 12062), revenue account 45135 should be used for the deposit.
This will allow deposits that are not within Fund 12060 or 12062 to be readily identifiable as stimulus funding. Deposits within Funds 12060 and 12062 should NOT use the 45135 account but should continue to use the normal revenue coding convention for those funds.

Agencies may request, additional ARRA revenue account numbers if required for internal reporting purposes. The request for additional accounts should be submitted to the Comptroller's Office on the Chartfield Maintenance Form found under the Financials User section of the Core-CT web site. Again, use ARRA in the description field.
