TO THE HEADS OF ALL STATE AGENCIES

Attention: Chief Administrative and Fiscal Officers, Business Managers, and Payroll and Human Resources Officers
Subject: Performance Assessment and Recognition System (PARS) Payments and Annual Increments

Effective June 20, 2008 annual increases of 2.5% have been authorized for all managers who meet the criteria outlined in DAS Memorandum 08-02 dated July 3, 2008 and Item No. 1392-E. The increases will appear in the paycheck dated July 18, 2008 provided transactions were entered into Core-CT by the end of the day July 8, 2008. Retroactive payments will be necessary for data entry occurring after this date.

NOTE: Durational Project Managers, Transitional Managers and Executive Assistants with no prior permanent, classified service in a qualifying job class are not eligible for the PARS/AI increase. However, employees in these titles who do have prior permanent, classified service in a qualifying job class are eligible for the annual increment in lieu of a PARS increase.

I. ELIGIBILITY CRITERIA FOR FULL PARS PAYMENT

1. Employees must have been employed by the State of Connecticut on the effective date of the increase and
 
2. Eligible managers employed the equivalent of six months or more during fiscal year 2007-2008 by the effective date and
 
3. In labor unit 02 or 03 and
 
4. In pay group MP, MD or VR and are not specifically excluded from participation.
 
5. Employees in the following job classifications are also eligible: Labor Relations Agent, Mediator (Board of Mediation and Arbitration) and Executive Director of Psychiatric Security Review Board.

II. ELIGIBILITY CRITERIA FOR PHASE-IN PAYMENT

Although managers with less than six months of service in an eligible position are not eligible to receive a full (2.5%) annual increment, this group of new managers may be eligible for a Phase-In Payment. The eligibility criteria specified in bullets 1, 3 and 4 above must be met in order to qualify.

New managers hired between December 20, 2007 and June 20, 2008 are eligible to receive a 1.25% (Phase-In) pay increase effective December 19, 2008. Additionally, employees who were promoted to manager between December 20, 2007 and June 20, 2008, with a previous annual increment date of January, are eligible to receive a 1.25% (Phase-In) pay increase effective June 20, 2008 and a 1.25% (Phase-In) pay increase effective December 19, 2008. If they had a previous annual increment date of July, they are eligible to receive a 2.5% (Phase-In) pay increase effective June 20, 2008.

III. ANNUAL INCREMENTS IN LIEU OF A PARS INCREASE

Classified managerial and confidential employees not participating in PARS are eligible to receive a 2.5% increase effective June 20, 2008. In addition to classified managerial employees not participating in PARS, the following job classes are eligible to receive this increase: Durational Program Managers, Transitional Managers and Executive Assistants with prior permanent, classified service in a managerial position.

In order to receive this increase, employees must have been employed by the State of Connecticut on June 20, 2008. Employees who would have otherwise met the above criteria but who separated from State service effective June 20, 2008 are not eligible for this increase.

This payment is calculated as 2.5% of an eligible employee's base salary. This payment is in lieu of a PARS increase and cannot take an employee over the maximum of the salary range following implementation of the COLA. An employee can only be increased to the maximum of the range. Lump sum payments are not authorized.

IV. ANNUAL INCREMENTS AND LUMP SUMS FOR CONFIDENTIAL EXCLUSIONS AND EXECUTIVE SECRETARIES (UNCLASSIFIED)

A. Executive Secretaries
 
Executive Secretaries will be eligible for a payment of 2.5% up to the maximum of the range in lieu of an annual increment. The payment in lieu of a step increase is effective June 20, 2008 for employees with a July 1 anniversary date and December 19, 2008 for employees with a January 1 anniversary date to eligible Executive Secretaries.

Employees in the class of Executive Secretary who are at the maximum of their schedule will receive a lump sum payment of $750 in accordance with the dates specified above. If an employee in the class of Executive Secretary is within 2.5% of position rate the balance of the increase will be paid in a lump sum up to a maximum of $750.
 
B. Confidential Exclusions in Step Plans (CA, CR, CS and Confidential/Managerial DCJ Employees)
 
A one step increase is authorized effective June 20, 2008 for employees with a July anniversary date and December 19, 2008 for employees with a January anniversary date for eligible executive branch employees assigned to the CA, CR, and CS pay schedules and confidential/managerial employees of the Division of Criminal Justice.
 
Confidential employees with satisfactory performance assigned to the CR step plan at the maximum step of their schedule who receive no annual increment will receive a lump sum payment of 2.5% of their annual rate in accordance with the dates specified above.
 
Confidential employees with satisfactory performance assigned to the CA step plan at the maximum step of their schedule who receive no annual increment will receive a lump sum payment of $750 in accordance with the dates specified above.
 
Confidential employees with satisfactory performance assigned to the CS step plan at the maximum step of their schedule who receive no annual increment will receive a lump sum payment of $750 in accordance with the dates specified above.

V. PARS BONUS

There is no authorization for a PARS Bonus Pool for FY 2007-2008.

VI. METHOD OF PAYMENT

Approved increases may be built into salaries for:

1. Managerial personnel whose salary is at or below the maximum position rate in agencies participating in the PARS program.

2. Managers on the MP, MD or VR Pay Plans in agencies that have not participated in the PARS program may be eligible for annual increases up to the maximum position rate of their salary. (Note: This increase applies up to maximum position rate. Lump sum payments are not authorized for managers in non-participating agencies.)

3. An approved increase in the form of a lump sum payment of 2.5% of maximum position rate for performance rated as "Meets or Exceeds Expectations" may be made to managers (in a PARS-participating agency) who are at the maximum of the salary group.

4. Managers who transfer from one Executive Branch agency to another Executive Branch agency during the rating year or prior to payout receive PARS from the employing agency at the time of payout provided both agencies participate in the PARS program.

VII. PAYROLL PROCEDURES

The PARS payments must be entered manually at the proper time as follows:

A. Payment of Built-In Increases

DAS has issued instructions for how to process pay rate change actions in Core-CT. Please refer to the FAQs accompanying DAS Memorandum 08-02.

B. Lump Sum Payments

The portion of a manager's PARS salary increase that will exceed the maximum of his/her salary range effective June 20, 2008 must be paid as a lump sum. Lump sum payments are authorized only to managers in (PARS) participating agencies.

Lump sum payments are subject to mandatory deduction; i.e., federal withholding tax and state income tax annualized, social security tax, retirement contributions and (if applicable) garnishments.

Agencies must use the following codes when entering the lump sum in Core-CT:

Via Timesheet: Time Reporting Code, XMISP
 
Via Additional Pay: Earnings Code, MPS
