COMPTROLLER'S MEMORANDUM NO. 2007 - 13

SUBJECT: | Unemployment Compensation for State Employees |
I. INTRODUCTION
The purpose of this memorandum is to (1) re-introduce the unemployment compensation administrator for State employees and (2) reiterate the established procedures relative to the processing of unemployment claims.
II. BACKGROUND
Pursuant to Connecticut General Statutes, Section 3-117a, the Office of the State Comptroller (OSC) is responsible for the management of State employee unemployment compensation claims. The agent of record for OSC's unemployment compensation claims is TALX Corporation (TALX).
III. PROCEDURES
TALX has previously submitted to agencies the attached package of unemployment compensation procedures which discussed the proper handling of unemployment separation events.
By way of summary, in the instance of a reduction in the workforce, each affected agency must immediately call the TALX Employee Separations Reporting Line at (800) 366-6690 (Attachment). Agencies must provide TALX with the following information: (1) Your Parent Identification Number which is 12523; (2) Numeric State Code which is #07 for Connecticut; (3) The name of the Separated Employee; (4) His or her social security number; (5) Last Day Separated Employee Worked; (6) Termination Code; (7) Occurrence Dates (if indicated as a requirement for the termination code); and (8) Additional Monies Paid at Termination (if indicated as a requirement for the termination code). This information may be provided to TALX in list form instead of using the Employee Separation Reporting Line by: (1) E-mail to cmayercin@talx.com; (2) Fax to the attention of Chris Mayercin at TALX at 866-566-7425.
IV. TRAINING
In an effort to lower unemployment costs, TALX will be reaching out to State agencies to coordinate the scheduling of Unemployment Compensation Separation Procedures training. The State's Client Relationship Manager, Jerry Christiani will be contacting your agency in the near future regarding the scheduling for your agency however, agencies may also contact Mr. Christiani directly at (203) 734-0432 to schedule training sessions.
V. CONCLUSION
In all cases concerning the separation of State employees, it is critical for
impacted State agencies to promptly supply TALX with required data; this will
allow for a prompt determination to be made as to unemployment compensation
entitlement and, where such exists, the proper calculation of benefits. Your
assistance in adhering to these procedures is greatly appreciated.
