Subject: | Expanded Use of Blanket Purchase Orders |
I. PURPOSE
The purpose of this memo is to advise agencies of the expanded use of blanket purchase orders for use with ?automatic deliveries?.
II. PROCEDURES
The Comptroller's Accounts Payable Division has authorized the expanded use of blanket purchase orders when an "automatic delivery" process exists. For purposes of this memorandum the term "automatic delivery" is defined as the ordering of goods and/or services where the quantity cannot be readily determined until time of receipt. Examples include, but are not limited to utilities, heating oil, gasoline, dairy and bakery products, bottled water, etc. Blanket POs will streamline the procurement process that has proven problematic with continuous price changes and other receiving functions.
Each blanket PO must encumber enough funds to cover the estimated purchases.
Receipt of goods and/or services in excess of the dollar amount encumbered is a
violation of Connecticut General Statute 4-98.
This decision in no way changes our current business process for ordering food from Sysco Food Services.
