MEMORANDUM NO. 2005-09

TO THE HEADS OF ALL STATE AGENCIES

For fiscal year 2005, the Core-CT staff will not be producing "Score Cards". Instead, the State Comptroller's Office will be monitoring the agency's progress in meeting the year-end deadlines.

• G.L. Journals, Budget Journals, Accounts Receivable items (and deposits), and Billing Invoices will be monitored by the Budget and Financial Analysis Division.
• Requisitions, purchase orders, and vouchers will be monitored by the Accounts Payable Division.

This monitoring process will begin soon. OSC staff will examine each agency's outstanding documents. Once a determination is made that documents appear to require additional attention, the agency's business office will be reminded by phone or e-mail. Agency progress will be monitored weekly. The agency head or agency sponsor will be notified if no progress is made in a timely manner. Guidelines for notifying the agency will become more stringent as the year-end approaches.

Annual year-end instructions containing process deadlines will be issued shortly. Core-CT will schedule a separate meeting to review the instructions and address any questions that arise.

Reference should be made to the 2004 Fiscal Year End Job Aid and any other tools that are applicable, such as the year-end lab materials. Fiscal year end labs will be conducted again this year. Lab dates will be published in a Core-CT Daily Mail and posted to the website.

Please advise agency personnel of the change to this year's cleanup process. We look forward to working with your agency on achieving a smooth year-end closing and new year start-up.
