    | Subject: | Pay Increases for the Executive Branch Employees Excluded
        from Collective Bargaining | 
 
I. AUTHORITY
  - 
  In accordance with Connecticut General Statutes 4-40 and 5-208(a), the
  Deputy Commissioner of the Department of Administrative Services (DAS) with
  the approval of the Secretary of the Office of Policy and Management, has
  authorized pay increases for executive branch managerial and confidential
  employees excluded from collective bargaining.
  
II. INCREASE IN COMPENSATION FOR MANAGEMENT AND CONFIDENTIAL EMPLOYEES
  - 
  Effective October 3, 2003 there will be a three percent (3%) general wage
  increase for managers and confidential employees excluded from collective
  bargaining.

  This includes management employees assigned to the MP or MD pay plans,
  confidential employees assigned to management pay schedules or confidential
  step plans, Department of Administrative Services Managers, Transitional
  Managers, Leadership Apprentices, Durational Project Managers, Customer
  Service Program Developers, Associate Attorney Generals, Executive Assistants
  and Pre-Professional Trainees in confidential positions, Chief State's Attorney, Deputy Chief State's Attorney, and State's
  Attorneys.

  Executives covered by the EX pay plan, statutory employees of the Division
  of Criminal Justice, and gubernatorial appointees in the classes of PUC
  Chairperson, PUC Vice Chairperson, PUC Commissioner and Consumer Counsel
  assigned to the management pay schedule will receive the three percent (3%)
  increase. This increase does not apply to Executive Office Administrative
  Aides or to executive employees of the Office of Policy and Management.

  Employees who are in the job classification of Executive Secretary
  (Unclassified)  are eligible for the three percent (3%) increases.

- 
  Any employee who has previously received a general wage increase as a
  result of their employment with the State of Connecticut during the period
  starting with the pay period including July 1, 2002 through October 2, 2003 is
  
  not  eligible for this wage increase.
  
-  
- 
  This increase  does not apply to unclassified employees of any of the boards
  of trustees of the constituent units of higher education.
  
III. LONGEVITY SCHEDULES AND OVERTIME
  - 
  The management and executive longevity pay schedules for the MP and MD have
  been increased in accordance with these pay increases. Effective October 3,
  2003 a three percent (3%) increase to the overtime cap limit has been applied
  to the base annual salary (up to and including $52,369) for managerial and
  confidential employees.
  
IV. ANNUAL INCREMENTS AND LUMP SUMS FOR CONFIDENTIAL EXCLUSIONS, EXECUTIVE
    SECRETARIES (UNCLASSIFIED) AND DIVISION OF CRIMINAL JUSTICE MANAGERS
  - 
  Annual increments must be paid effective the first day of the pay period
  that includes the first day of the month which is six months after the
  employee's anniversary date (December 26, 2003 for employees with July
  anniversary dates and June 25, 2004 for employees with January anniversary
  dates) to eligible executive branch employees designated as confidential
  exclusions from collective bargaining including confidential employees of the
  Division of Criminal Justice who are assigned to salary schedules that contain
  steps. Annual increments must also be paid effective as mentioned above to
  eligible Division of Criminal Justice employees on step plans who have been
  excluded from collective bargaining as managerial exclusions.

  Confidential employees with satisfactory performance who are excluded from
  the P-5 bargaining unit (employees assigned to the CR pay schedule) at the
  maximum step of their schedule will receive a lump sum payment of 2.5% of
  their annual rate when the delayed annual increment would have been applied.

  Confidential employees with satisfactory performance who are excluded from
  the NP-3 bargaining unit (employees assigned to the CA pay schedule) at the
  maximum step of their schedule will receive a lump sum payment of $500 when
  the delayed annual increment would have been applied.

  This item does not pertain to the unclassified employees of any of the
  boards of trustees of higher education.

- 
  Executive Secretaries will be eligible for a payment of 2.5% up to the
  maximum of the range in lieu of an increment. The payment in lieu of a step
  increase will be paid effective the first day of the pay period that includes
  the first day of the month which is six months after the employee's
  anniversary date (December 26, 2003 for employees with January anniversary
  dates and June 25, 2004 for employees with July anniversary dates) to eligible
  Executive Secretaries.

  Employees in the class of Executive Secretary who are at the maximum of
  their schedule will receive a lump sum payment of $500 when their delayed
  payment in lieu of an annual increment would have been applied.
  
V. PAYROLL PROCEDURES
  - 
  Due to Core-CT conversion requirements, only approved data in APS will be
  converted into Core-CT. With the go-live date set for October 17, 2003, the
  Office of the State Comptroller, Payroll Services Division (OSC) realizes the
  deadlines imposed will not allow enough time for appropriate approvals in APS.
  Therefore, OSC will not require a 301 transaction for this salary increase.
  Rather, agencies should calculate the increases and enter the employee salary
  adjustments into MSA for the pay period of October 3, 2003 to October 16, 2003
  (check date October 31, 2003). (The new rates will be converted from MSA to
  Core-CT as of October 17, 2003.)

  Agency staff must ensure that the employee's masterfile data (Pay Plan,
  Salary Group and Step, Hourly Rate and Bi-weekly Salary) are correctly coded.

- 
  Implementation of General Wage Increase - All Agencies Entering New Salary Amounts on Bi-Weekly Payroll
  
-  
- 
  The three percent (3%) general wage increase must be manually processed at
  the proper time as follows:
    
 
      
 1. On-Line: Screen 160: Enter State, Payroll Unit, Employee Number, the new
  Hourly Rate in the Normal Hourly Rate field, and the new Salary in the Normal
  Salary field.

- 2. Remote Job Entry: RA Transaction: Enter State, Payroll Unit, Employee
  Number, the new Hourly Rate in the Normal Hourly Rate field, and the new
  Salary in the Normal Salary field.

 NOTE: If it is impossible for state agencies to meet the check date of
  October 31, 2003, the general wage increase must be paid retroactively by the
  pay period ending November 13, 2003 (check date November 28, 2003). This
  payment is not subject to interest and penalties. Payroll procedures will be
  forthcoming.
