TO THE HEADS OF ALL STATE AGENCIES

Attention:	Agency Heads, Chief Fiscal Officers and Business Managers
Subject:	Prioritizing Vendor Payments

I. Purpose: Advise agencies to prioritize the processing of vendor payments.

With the anticipation of a budget being in place shortly, state agencies are encouraged to establish a plan that prioritizes payments to vendors. We are suggesting a plan similar to the following:

Non-profit providers;
Prior fiscal year outstanding payables;
Current fiscal year payables due for goods/services rendered;
Periodic and/or pre-scheduled payments.

The plan above is just an example and the list is not all-inclusive. An agency's priority listing will depend on its operating requirements. Additionally, agencies should comply with contractual and encumbrance requirements in order to minimize - if not eliminate - delays in payment processing.
