SUBJECT: | 2002 - 2003 Health Insurance Rates for Higher Education Part-Time Professional Employees |
OPEN ENROLLMENT EXTENSION: The Open Enrollment period has been extended to June 10, 2002. The Health Care Options brochure that is mailed to employees announces this new date. To facilitate timely processing of changes, agencies should send enrollment forms and carrier change forms to the carriers as soon as practicable; they should not wait until the monthly processing deadline for July 2002 which is June 25, 2002
AUTHORIZATION: In accordance with the provisions of Section 5-259c of the Connecticut General Statutes and the SEBAC V Agreement, the following premiums have been approved for administration of state-sponsored health care insurance plans for Higher Education Part-Time Professional Employees, for coverage effective July 1, 2002. These premium rates apply to those employees in the above category who because of their employment status are ineligible for coverage paid in whole or in part by the State employer.
PAYROLL EFFECTIVE DATES: The bi-weekly health insurance rates for the period July 1, 2002 - June 30, 2003 are based on 26 pay periods. The annual premium for all medical and dental plans have increased. The changes announced herein will be effective on the following payroll periods:
Bi-Weekly: | May 31 - June 13, 2002 | Payable June 28, 2002 |
PLAN CHOICES AND CARRIERS:
CHARTS: Attached are new and revised rates and charts "AA" through "MM". Charts are included only for those plans that apply to employees paying 100% of the premium. Paired D/OEs for both pre and post-tax deductions are provided on all charts.
NOTICE TO EMPLOYEES: The Employees Health Care Planner has been mailed to all employees who are enrolled in health insurance through payroll. The planner includes a description of the available options however, only the regular employee-share deduction amount is listed. Therefore, please inform those employees who are eligible to purchase coverage under the above statutes of the rates in this Memorandum.

However, please refrain from directing employees to these numbers.
