Subject: | Licensing Fees for P-5 Bargaining Unit |
I. PURPOSE
To provide State agencies with the proper procedures for the reimbursement of the cost of professional licenses or certifications for Administrative and Residual (P-5) bargaining unit members.
II. AUTHORITY
Article 24, Section 7 of the Administrative and Residual contract states "An employee whose job specification requires a professional license or certification as a condition of employment and who uses such license exclusively or primarily for State business shall be reimbursed for the cost of such license. Reimbursement expenditures under this provision shall not exceed $2,500 each contract year."
III. PROCEDURE FOR REIMBURSEMENT
Effective immediately, the 9916 account will be used with SID 415 for licensing fee reimbursements for Administrative and Residual bargaining unit members. A completed CO-17XP with a receipt attached must be submitted on a CO-19, Expenditure Batch
Header, to the Comptroller's Management Services Division, Support Services Unit. Reimbursements will be processed in the order received.
Reimbursements can go back to the 1999-2000 contact year, except claims for the Client Security Fund fee which are effective June, 2000. Bargaining unit members who are licensed attorneys in the State of Connecticut and use their licenses exclusively for state employment and who are required to pay the Client Security Fund fee can be reimbursed out of this fund.
IV. GENERAL
Recipients of this memorandum should share the information contained in this memorandum with agency tuition reimbursement officers.
