SUBJECT: | Unemployment Compensation for State Employees |
I. INTRODUCTION
The purpose of this memorandum is to (1) introduce the new unemployment compensation administrator for state employees, and (2) advise of the change in processing procedures set forth in the Office of the State Comptroller ("OSC") Payroll Manual.
II. BACKGROUND
Pursuant to Connecticut General Statutes, Section 3-117a, OSC is responsible for management of state employee unemployment compensation claims. OSC contracts with a third party administrator who acts as agent of record for the State of Connecticut (the "State") to carry out these provisions. Currently, the third party administrator is R. E. Harrington, a Division of Sheakley UniSource, Inc.
III. DISCUSSION
Effective April 1, 2001, GatesMcDonald & Company, is the State's new agent of record for unemployment compensation claims. Due to the change to a new administrator, this memorandum shall supersede the procedures set forth in the OSC Payroll Manual.
IV. PROCEDURES
GatesMcDonald will prepare and distribute to each agency an introduction package, which will include procedure guides on the handling of unemployment matters. They will also be available to conduct regional workshops for agency personnel and payroll officers. Effective April 1, 2001 all inquiries pertaining to unemployment compensation claims should be directed to the State's Account Consultant; Christine Gionfriddo, GatesMcDonald, 10 Research Parkway, Wallingford, CT. 06111. V. CONCLUSION
It is of utmost importance, in all cases concerning the payment of unemployment compensation benefits to former state employees, to promptly notify and provide copies of all forms to GatesMcDonald to avoid improper payments. Therefore, your assistance in adhering to the new procedures forthcoming is greatly appreciated.
