The meeting began at 1:30 p.m.
The Subcommittee discussed the following claims that had been administratively
denied by the Retirement Services Division. All of the recommendations were
unanimous.
Joseph Alston(Deceased retiree) #219824 - Request received on behalf of Phyllis
Alston that she be allowed to receive a survivor benefit from Mr. Alston'S
elected straight life annuity income benefit.
Action: Mr. Casella moved, seconded by Mr. Coffey to recommend that
Ms. Alston appear before the Subcommittee for a fact-finding hearing.
Sharon Brazeal (Retiree) #481813 - Request received from Ms. Brazeal to have her
approved SERS non-service connected disability retirement converted to a SERS
service connected disability retirement.
Action: Mr.Casella moved, seconded by Mr. Coffey to recommend acceptance of Medical Examining Board'S (MEB) finding however the application should still be referred back to the MEB for review of possible recertification as a service connected disability retirement.
Jill Ferraiolo (Deceased employee) #372984 - Following Ms. Ferraiolo'S death a request on behalf of Ms. Ferraiolo'S three surviving children has been received for the posthumous processing of an application for a non-service connected disability retirement.
Action: Ms. Casella moved, seconded by Mr. Coffey to recommend denial of the request for the posthumous processing of a non-service connected disability retirement application.
David Leff (Retiree) #713569- Request received from Mr. Leff, that the Retirement Commission reconsider the Medical Examining Board'S legal authority to rescind a member'S disability retirement allowance.
Action: Mr. Coffey moved, seconded by Mr. Casella to recommend that this matter be heard before the Retirement Commission.
Joseph Maturo (MERF Retiree)- Request received from Mr. Maturo that the Retirement Commission reinstate his disability retirement benefit to be consistent with the Attorney General'S opinion as it relates to the administration of disability retirements.
Action: Mr. Coffey moved, seconded by Mr. Casella to recommend that
this matter be heard before the Retirement Commission.
Lisa Maynard (Deceased employee) #494695- Following Ms. Maynard'S
death a
request for a posthumous retirement application to be processed was received
from her spouse.
Action: Mr. Casella moved, seconded by Mr. Coffey to recommend denial of the request for the processing of a posthumous non-service connected disability retirement application.
Jon D. Menti # 289997- Request received from Mr. Menti that he be allowed to rescind his retirement plan membership in SERS Tier II for the purpose of transferring into the SERS Tier I plan.
Action: Mr. Coffey moved, seconded by Mr. Casella to recommend approval of Mr. Menti'S request to transfer his retirement plan membership from SERS Tier II to SERS Tier I and purchase all available retirement credit.
Zhongju Zhang # 870988- Request received from Mr. Zhang that his one-time
irrevocable decision to transfer from the Alternate Retirement Program (ARP) to
the SERS Hybrid Plan not be enforced and that he be allowed to remain in ARP.
Action: Mr. Casella moved, seconded by Mr. Coffey to recommend denial of
Mr. Zhang'S
request to remain in ARP.
