MEDICAL EXAMINING BOARD
FRIDAY, November 1, 2013
A Meeting of the Medical Examining Board was held on Friday, November 1, 2013, at the office of the State Comptroller, 55 Elm Street, Room 208, Hartford, Connecticut, 06106.

Please note that a portion of the meeting was conducted in executive session as the focus of the meeting was the medical condition(s) of each Disability Retirement applicant.
CALL TO ORDER
The Chairperson called meeting to order at 9:07 am.
Dr. Lewis motioned to go into the Executive Session to discuss medical
condition(s) related to the applications for Disability Retirement, seconded by
Dr. Buchanan at 9:08 am. Members of the Retirement Services Division were
allowed to remain.
Dr. Lewis motioned to come out of Executive Session, seconded by Dr. Buchanan
at 12:38 pm.
ANTHONY AUDAIN D- 11423 SERVICE-CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to deny Anthony Audain's entitlement
to a Service-Connected Retirement. Motion approved unanimously.
ALEXANDRIA BROADBENT D- 11391 NON-SERVICE-CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to approve Alexandra Broadbent's
entitlement to a Non-Service Connected Retirement. Motion approved unanimously.
THOMAS CYR D- 11453 NON-SERVICE CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to approve Thomas Cyr's entitlement
to a Non-Service Connected Retirement. Motion approved unanimously.
MICHAEL CZIKOWSKY D- 11378 NON-SERVICE CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to approve Michael Czikowsky's
entitlement to a Non-Service Connected Retirement. Motion approved unanimously.
AUDREY DARLING D- 7900 SERVICE-CONNECTED(RECONSIDERATION)
Dr. Buchanan moved, seconded by Dr. Sirop, to stand by the Board's previous
decision to deny Audrey Darling's entitlement to a Service-Connected Retirement.
Motion approved unanimously.
EDWARD DOBBINS MD- 1402 SERVICE-CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to approve Edward Dobbins'
entitlement to a Service-Connected Retirement. Motion approved unanimously.
JOSEPH ETIM D- 11308 SERVICE-CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to deny Joseph Etim's entitlement to
a Service-Connected Retirement. Motion approved unanimously.
JILL HILL D- 11426 SERVICE-CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to approve Jill Hill's entitlement to
a Service-Connected Retirement. Motion approved unanimously.
THOMAS JACKSON, JR D- 11455 NON-SERVICE CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to approve Thomas Jackson, Jr.'s
entitlement to a Non-Service Connected Retirement. Motion approved unanimously.
MICHAEL LAMONTAGNE MD- 1445 SERVICE-CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to approve Michael Lamontagne's
entitlement to a Service-Connected Retirement. Motion approved unanimously.
CATHERINE NICOLAY D- 11184 NON-SERVICE CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to deny Catherine Nicolay's
entitlement to a Non-Service Connected Retirement. Motion approved unanimously.

Dr. Buchanan moved, seconded by Dr. Sirop, to deny Alfredia Oaks' entitlement to
a Non-Service Connected Retirement. Motion approved unanimously.

Dr. Buchanan moved, seconded by Dr. Sirop, to stand by the Board's previous
decision to deny Tracy Perugini's entitlement to a Non-Service Connected
Retirement. Motion approved unanimously.

Dr. Buchanan moved, seconded by Dr. Sirop, to stand by the Board's previous
decision to deny Craig Potter's entitlement to a Service Connected Retirement.
Motion approved unanimously.

Dr. Buchanan moved, seconded by Dr. Sirop, to approve Franklin Quick, Jr.'s
entitlement to a Non-Service Connected Retirement. Motion approved unanimously.
GWENDOLYN RAINES D- 11456 SERVICE-CONNECTED
Dr. Buchanan moved, seconded by Dr. Sirop, to deny Gwendolyn Raines' entitlement
to a Service-Connected Retirement. Motion approved unanimously.
MICHAEL SAUCIER D- 11234 SERVICE-CONNECTED(RECONSIDERATION)
Dr. Buchanan moved, seconded by Dr. Sirop, to stand by the Board's previous
decision to deny Michael Saucier's entitlement to a Service-Connected
Retirement. Motion approved unanimously.

Dr. Buchanan moved, seconded by Dr. Sirop, to approve James Spillane's

Dr. Buchanan moved, seconded by Dr. Sirop, to approve Tarry Stafford's
