The meeting was called to order at 2:15 PM
The item on the agenda was a request from the Department of Correction (DOC) that employment in the management classification "Correctional Services Manager (Commissary)" be covered under the hazardous duty provisions of the State Employees Retirement System (SERS) and consequently be added to the hazardous duty appendix.
This classification has not been designated as hazardous duty and does not appear on the hazardous duty appendix formulated pursuant to the 1988-1994 Pension Arbitration Award (PAA). However, at its October 16, 2008 meeting the Commission adopted the recommendation of its Subcommittee on Hazardous Duty Service Credit to approve Albert Angeloni'S and Douglas Sauer'S request for coverage under the hazardous duty provisions of SERS for their service at DOC in this classification.
The hazardous duty provisions of SERS provide that DOC employees in classifications exempt from collective bargaining must engage in custodial or instructive duties in order to receive hazardous duty retirement credit for such employment.
DOC provided written documentation of the duties performed by employees in the Correctional Services Manager (Commissary) classification along with the specific duties performed by Louis Renzi.
Ms. Butler, Ms. Schott and Mr. Plourde provided testimony as to the duties performed by all the DOC employees in the Correctional Services Manager (Commissary) positions including Mr. Renzi; Mr. Renzi also testified as to the duties he performs.
Mr. Luciano advised Ms. Butler that although the duties of the Correctional Services Manager (Commissary) classification as described by DOC management and the incumbent, Louis Renzi, meet the hazardous duty standards, those duties are not reflected in the Department of Administrative Services Class Specification for this position.
Mr. Luciano moved, seconded by Mr. Dzurenda that the subcommittee recommend denial of DOC'S request for class wide hazardous duty designation of the Correctional Services Manager (Commissary) classification and approval of hazardous duty retirement plan coverage for Mr. Renzi'S service at DOC as a Correctional Services Manager (Commissary).
The subcommittee unanimously approved the motion.
