Subject: P-2 Contract: Standby Pilot Program Provision
  1. PURPOSE
To provide information regarding additional compensation for a Standby Program for the Protective Services for the Elderly (PSE) Program.
  1. AUTHORITY
The stipulated agreement between the State of Connecticut (Department of Social Services) and AFSCME CT Council #4 (P-2 Bargaining Unit) included the following Standby Pilot Program provision.
  1. STANDBY PROGRAM COMPENSATION
The Standby Program is within the Department of Social Services.
 
Employees who are on standby and are called upon to perform the designated duties are to be compensated at their normal hourly wages as provided for in Article 18 (Overtime) and Article 27 (Holidays) as follows:
 
(a) In Response to Telephone Calls - The employee will not be paid for the first fifteen minutes (per standby shift) of work in response to telephone calls. If such work exceeds a total of fifteen minutes, the employee will be paid to the nearest quarter (1/4) hour for all work. The fifteen minutes is meant as an aggregate figure per standby shift as opposed to a "per phone call" figure.
 
(b) Called Back - Employees who are called back to work will be treated in accordance with the Call-Back Pay provision of Article 18, Section One, or the Overtime - Call-In on a Holiday provision of Article 27, Section Three. Such pay will include normal and reasonable travel time.
 
(c) Compensation for standby workers will be at the rate of $1.50 per hour for all hours of standby shifts, except that compensation for standby workers will be at the rate of $3.00 per hour for the twenty-four hour shift where the beginning of the shift falls on New Year's Day (January 1), Memorial Day, Independence Day, Labor Day, Thanksgiving or Christmas (December 25).
