Division Memorandum 2012-05

ATTENTION: Personnel and Payroll Officers, Chief Administrative and Fiscal Officers, Business Managers
SUBJECT: Flu Vaccination Clinic Vendor Award

I. INTRODUCTION

The Office of the State Comptroller, Healthcare Policy & Benefit Services Division issued a Request for Proposal in August 2012 in order to seek vendors to administer statewide flu vaccination clinics. This process has replaced the need for agencies to use independent organizations to schedule flu vaccination clinics on their own. Since the State of Connecticut employee and retiree health plans are self-insured, this arrangement will result in a significant cost savings to the plan when compared to previous vaccination efforts. The on-site flu vaccination clinics are designed for those employees who currently participate in the State of Connecticut health plan.

II. AWARD

The Office of the State Comptroller has completed the election process for the on-site flu vaccination clinic Request for Proposal for the 2012-2013 flu seasons.

The contract for the flu vaccination clinics has been awarded to both the Western Connecticut Home Care (formerly Danbury VNA) and our current pharmacy benefit manager, CVS Caremark.

III. COORDINATING FLU VACCINATION CLINICS

When coordinating flu vaccination clinics, agencies will have the option to choose from either vendor based upon the availability for both the agency and vendor. They may contact their selected vendor at:

Western Connecticut Home Care CVS Caremark
4 Liberty Street 695 George Washington Highway
Danbury, CT 06810 Lincoln, RI 02865
(203) 792-4120 Dana Campbell
Brian Carney (401) 305-9010
Brian.Carney@wcthealthnetwork.org dana.campbell@caremark.com

If your agency has already scheduled an on-site flu vaccination clinic for the fall of 2012 through Western Connecticut Home Care or CVS Caremark you are not required to make any changes. However, if your agency has scheduled an on-site flu vaccination clinic with any vendor other than those listed above, you are required to reschedule with an approved vendor.

The on-site flu vaccinations clinics are for members enrolled in the State of Connecticut health plans. The vendors will not be able to accept other insurance or cash payments for the flu shots at the on-site clinics.

Employees, dependents, and retirees enrolled in the State of Connecticut health plans have three ways to receive flu shots:

1) On-site clinics
a) Western Connecticut Home Care - provide Anthem or Oxford medical insurance card
b) CVS/Caremark - provide Caremark ID Card

2) CVS or other local pharmacies in the flu vaccination clinic network beginning September 1, 2012, use current Caremark ID card. For a complete list of participating pharmacies, visit osc.ct.gov  or www.caremark.com.  Connecticut pharmacists are unable to vaccinate anyone under eighteen years of age. Dependents under eighteen years of age should use the Minute Clinic at CVS or have the flu vaccination administered by their doctor.

3) From their doctor or other health professional

VI. CONCLUSION

In and out-of-network claims will be paid according to the schedule of benefits of the health plan the employee or retiree is enrolled in. All vaccinations provided by the contracted vendors noted above will be considered in network regardless of the medical plan the employee is enrolled in.

Should you have any questions regarding the flu vaccination program, contact the Healthcare Analysis Unit at (860) 702-3560.

Very truly yours,

Thomas Woodruff, Ph.D.
Director
